Do not start the building work before you apply. You cannot use a DFG for work you have started.
Some district or borough councils use a contracted service, a home improvement agency (HIA). The HIA will charge a fee for their service. You can use your grant to help pay their fees. Your case worker will help you will all your queries and will ask you to fill out a financial assessment form.
