1. Introduction

1.1 These are the terms and conditions applicable to Your application for an Electric Vehicle (EV) Grant under the Electric Towns and Cities Initiative – Guildford (ETCIG).

1.2 By clicking accept on the application form, You are accepting these terms and conditions and that they will apply to Your Application and later any Electric Vehicle Grant provided by Surrey County Council (SCC).

1.3 All references to "You" and "Your" are to the person, business or charity who is applying for an Electric Vehicle Grant and who is also referred to as "Applicant".

1.4 A number of words in these terms and conditions start with a capital letter. These are "defined terms" and are defined in Clause 13.

1.5 It is important that You answer all questions correctly and truthfully and ensure that any information provided is factually correct and not misleading. Failure to do so may result in SCC exercising its right to reject your application, withdraw any Electric Vehicle Voucher or seek repayment of an Electric Vehicle Grant from You. SCC may report instances of fraud or other illegal activities to the relevant law enforcement authorities.

1.6 The questions in the online Application will ask You about the eligibility conditions set out in these terms and conditions. You must be prepared to demonstrate that you meet the eligibility conditions by providing SCC with any information which it may require from You at any time. This may be in the future after You have been awarded Your Electric Vehicle Grant.

1.7 The Electric Towns and Cities Initiative – Guildford allows you to apply for an Electric Vehicle Grant towards the purchase or lease of a qualifying Electric Light Commercial Vehicle if you currently own or are the legal registered keeper of a Qualifying Diesel Vehicle and you meet all the other qualifying criteria. This is not a vehicle scrappage scheme.

1.8 As long as You meet all the qualifying criteria and You meet the requirements of the Subsidy Control Act, You can apply for up 10 vehicles per 12-month period (means a 12 month period ending on the first anniversary of the ETCIG Electric Light Commercial Vehicle Grant Scheme start date or on each subsequent anniversary thereof). One application for an Electric Vehicle Voucher can be made per Qualifying Diesel Vehicle. To ensure compliance with the Subsidy Control Act, the Applicant must disclose any other public money they have been in receipt of over the last 36 months, whether in connection with electric vehicles and charging infrastructure or any other purpose. Applicants may not receive more than £315,000 of public subsidy in any 3 financial years, which is the elapsed part of the current financial year (that is, from 1 April) and the 2 financial years immediately preceding the current financial year. 1.9 All Electric Vehicle Vouchers are non-transferrable to other sole traders, companies or charities.

1.10 SCC can make changes to these terms and conditions without providing notice to you at any time to comply with changes in law or regulatory requirements, reflect changes in the Electric Towns and Cities Initiative - Guildford Electric Light Commercial Vehicle Scheme and/or make these terms and conditions clearer or easier to use. Unless you notify SCC otherwise, you will automatically be deemed to accept any changes made by SCC upon submission of your application.

1.11 All notifications that You do not accept any changes to these terms and conditions made by SCC should be sent to etciqueries@surreycc.gov.uk whereby depending on the current status of your application and/or Electric Vehicle Grant:

(a) Any undetermined applications will be rejected;

(b) Any unused Electric Vehicle Vouchers will become invalid;

(c) Any scheduled Electric Vehicle Grant payments will be cancelled with the relevant Accredited Dealership notified; or

(d) The full amount of any Electric Vehicle Grant payment already made should be repaid by You to SCC within 20 working days.

2. Applicant eligibility conditions

2.1 In order to apply for an Electric Vehicle Grant, You must meet all of the following conditions:

(a) You must be either:

(i) a Limited Company (Ltd);

(ii) a Sole Trader;

(iii) a Partnership; or

(iv) an entity regulated by the Charity Commission

(b) Your organisation as in 2.1 (a) must have been actively operating for no less than 24 consecutive months immediately before the date of Your Application.

(c) You are not in administration, insolvent, bankrupt or had a striking off notice issued and neither in the process of filing for any of these statuses.

(d) You must hold a UK bank account in Your name or in the name of Your organisation.

(e) You must be the owner or registered keeper of a Qualifying Diesel Vehicle (further conditions in respect of Qualifying Diesel Vehicles are set out in paragraph 3 below).

(f) You have not received more than £315,000 of public subsidy in any 36 month period. This period is the elapsed part of the current financial year (that is, from 1 April) and the 2 financial years immediately preceding the current financial year: UK subsidy control regime webpage (GOV.UK)

3. Qualifying diesel vehicle eligibility conditions

(e) Your qualifying diesel vehicle currently undertakes, and you are able to evidence, a minimum of 150 journeys (single trip in either direction) per annum on the A3 in Guildford.

3.1 The following conditions must all be met and evidenced for each of your qualifying diesel vehicles to be eligible:

(a) Must be a Category N1, Class I, II or III diesel fuelled light commercial vehicle.

(b) Must have valid MOT, road tax and insurance, as appropriate for the vehicle use, and be roadworthy at the date of Your Application.

(c) You must have owned or be the registered keeper of the Qualifying Diesel Vehicle for no less than 12 consecutive months prior to the date of Your Application.

(d) Your Qualifying Diesel Vehicle must have been registered at the business or organisations address on the Application form for no less than 12 consecutive months immediately prior to the date of Your Application.

(e) Your Qualifying Diesel Vehicle currently undertakes, and you are able to evidence, a minimum of 150 journeys (single trip in either direction) per annum on the A3 in Guildford between the junction with the A25/A322 Woodbridge Hill and the junction with the A31 Farnham Road. See map with relevant section of road highlighted in red.

(f) Each Qualifying Diesel Vehicle can only be used once in relation to an Electric Vehicle Grant Application for an Electric Vehicle Voucher.

4. ETCIG Electric Vehicle Grant Scheme

4.1 This section sets out details of the ETCIG Electric Vehicle Grant Scheme to assist with the purchase of an Electric Light Commercial Vehicle.

4.2 VAT on the purchase of an Electric Light Commercial Vehicle cannot be funded by any of the Electric Vehicle Grant available under the Electric Town and Cities Initiative - Guildford.

4.3 Electric Vehicle Vouchers are issued subject to the Applicant being able to purchase an Electric Light Commercial Vehicle from an Accredited Dealership by either paying outright or being accepted for Finance to purchase or lease an Electric Light Commercial Vehicle. 4.4 The Electric Light Commercial Vehicle must be new at first registration. Post registration vehicles are not eligible.

4.5 If You choose the Purchase outright option:

(a) You can only redeem the Electric Vehicle Grant payment from an Accredited Dealership;

(b) all decisions rest with the Accredited Dealership and not with SCC and are subject to the Accredited Dealership's criteria and, as such, You may not be sold a vehicle from an Accredited Dealership due to individual circumstances.

4.6 If You choose the purchase via Vehicle Finance with a down payment option:

(a) You can only redeem the Electric Vehicle Grant payment from an Accredited Dealership;

(b) You are subject to both the Accredited Dealership's and Finance Provider's criteria and, as such, all lending decisions rest with the Finance Provider and not with SCC and are subject to the Finance Provider's lending criteria and, as such, You may not be able to secure a vehicle finance agreement due to individual circumstances.

4.7 If You choose the Lease option:

(a) You can only redeem the Electric Vehicle Grant payment from an Accredited Dealership;

(b) You must enter a lease agreement for a minimum of 24 months.

(c) You are subject to the Accredited Dealership's, Leasing Company's and Finance Provider's criteria and, as such, You may not be sold a vehicle, or be able to secure a Vehicle Finance agreement or Lease agreement, due to individual circumstances.

4.8 If You part exchange any Qualifying Diesel Vehicle with an Accredited Dealership when purchasing an Electric Light Commercial Vehicle under the ETCIG Electric Vehicle Grant Scheme, You are not permitted to re-purchase such Qualifying Diesel Vehicle from the Accredited Dealership or any of its Affiliates nor may You or any of Your Affiliates agree or enter arrangements to use or hire the Qualifying Diesel Vehicle.

4.9 You must consent to allow SCC, any Finance Provider, and Leasing Company and/or any Accredited Dealership to carry out credit reference searches on Your credit history as part of their eligibility checks.

4.10 You are responsible for and hereby agree to comply with all terms and conditions of Finance Provider, Leasing Company and Accredited Dealership as applicable.

5. Electric Vehicle grant application process

5.1 This section sets out the process for applying for an Electric Vehicle Grant.

5.2 All applications are made via the A3 EV grant webpages.

5.3 All applications will be verified upon receipt. If there is any missing information Your application will be deemed incomplete. You will be advised in writing of the incomplete information. You will have 10 working days to provide the required information or Your application will automatically be rejected and You must submit a new application if You wish to apply for an Electric Vehicle Grant.

5.4 After Your application has been validated it will be determined.

5.5 If clarification or further information is required to determine Your application, You will be advised in writing of the information required. You will have 10 working days to provide the required information, or Your application will automatically be rejected, and You must submit a new application if You wish to apply for an Electric Vehicle Grant.

5.6 If Your Application is successful, You will be issued with an Electric Vehicle Voucher which will specify Your name, Your unique voucher reference number, the grant value and its expiry date. You must agree to purchase a Light Commercial Vehicle within 3 months of the date of the issue of the Electric Vehicle Voucher which is evidenced by a Sales Order.

5.7 If Your application is unsuccessful, it will be rejected, and You will be provided with written reasons for refusal.

5.8 If You disagree with the reasons for refusal, You can appeal the decision within 20 working days from the date on the refusal letter. Appeals should be submitted to etciqueries@surreycc.gov.uk and include grounds for the appeal and any supporting evidence. Appeals will to be determined within 10 working days from receipt of appeal.

5.9 The name and address You provide at registration should remain the same throughout the process. If these details change at any time during the Application Process, or within 24 months of You taking receipt of an Electric Light Commercial Vehicle, You must inform SCC as soon as possible via etciqueries@surreycc.gov.uk.

5.10 You and SCC may communicate via email at etciqueries@surreycc.gov.uk.

6. Payment of the Electric Vehicle Grant

6.1 This section sets out how Electric Vehicle Grant will be paid.

6.2 SCC will not make a payment of the Electric Vehicle Grant to You directly, but will instead pay the value of Your Electric Vehicle Grant to the Accredited Dealership on your behalf.

6.3 Satisfying SCC's initial eligibility conditions does not make any Electric Vehicle Voucher immediately available. You must also satisfy the conditions of the Accredited Dealership, Finance Provider and/or Leasing Company depending on which way You are financing the Electric Light Commercial Vehicle.

6.4 Once You have satisfied the eligibility conditions described in clauses 2 and 3 above, the Accredited Dealership will contact SCC to advise that an Electric Light Commercial Vehicle order is ready to be placed and seek confirmation that the Electric Vehicle Voucher is valid. SCC will notify You when the Electric Vehicle Voucher is available and will be paid directly to the Accredited Dealership on Your behalf.

6.5 The Accredited Dealership will an provide the sales order and invoice or the leasing agreement for the purchase of the Electric Light Commercial Vehicle that contains:

(a) Purchase Price.

(b) details and the sale price from the part exchange of any vehicle used against the purchase price.

(c) details of any funds used against the purchase price.

(d) details of any financing or leasing used against the purchase price including the length of the contract.

(d) Registration number and VIN of the vehicle.

(e) Make and model of new vehicle.

(f) The ETCI grant amount deducted from the sale price.

7. Conditions to apply once you have your electric light commercial vehicle

7.1 This section sets out the ongoing conditions which You must comply with once You become the owner or registered keeper of Your Electric Light Commercial Vehicle.

7.2 You must:

(a) For 24 months from the date of delivery of Your Light Electric Commercial Vehicle, commit to undertake a minimum of 150 journeys (single trip in either direction) per annum, that include travelling on the A3 in Guildford at any point between the junction with the A25/A322 Woodbridge Hill and the junction with the A31 Farnham Road. See map with relevant section of road highlighted in red.

(b) Commit that the journeys undertaken on the A3 in Guildford as described in 7.2 (a) will be natural journeys during Your business or organisations operation. You commit to not conduct journeys outside the course of your business organisations operation with the sole purpose of achieving the required number of qualifying journeys as described in 7.2 (a).

(c) Commit to having telematic equipment installed in all Electric Light Commercial Vehicles purchased using an Electric Vehicle Grant. The sale of the Electric Light Commercial Vehicle will not be completed, and the vehicle handed over to you until SCC approved telematics is installed and operating.

(d) Commit to the telematic equipment operating continuously for a period of 24 months from the date of collection of the Electric Light Commercial Vehicle. Any fault or defect in the telematics system will be repaired or replaced. You commit to not removing or disabling the telematics equipment at any point, for 24 months from the date of collection.

(e) The telematics will be geofenced to only record the number of journeys within the relevant section of the A3 to monitor compliance with condition 8.2 (a) and (d) above including if the equipment suffers a fault.

(f) Agree to SCC receiving reports from the appointed telematics provider for the purposes of ensuring compliance with the terms and conditions and reporting the unit is operating and the total number of journeys undertaken on the A3 by all the new Electric Light Commercial Vehicles.

(g) Agree that after the 24 month period, the telematics unit will cease to operate unless You wish to take over the service with the telematics provider.

(h) The costs of providing and maintaining the telematic equipment will be borne by SCC and will not be added to the Electric Light Commercial Vehicle's sale price.

(i) Remain the owner or registered keeper of the Electric Light Commercial Vehicle for no less than 24 consecutive months following collection of the Electric Light Commercial Vehicle. The Council will periodically check the DVLA database to ensure compliance. Should an Electric Light Commercial Vehicle be removed from the DVLA register (e.g. after accident damage). You should advise The Council, providing supporting information and contact details, as soon as possible.

(j) Not export the vehicle within 24 months following collection of the Electric Light Commercial Vehicle.

(k) Notify SCC if You change Your name and/or address within 24 months of collecting an Electric Light Commercial Vehicle.

(l) You consent to be contacted by SCC from time to time in connection with the Electric Towns and Cities Initiative – Guildford and agree to provide all reasonably requested information.

7.3 SCC is not liable for the cost of any upgrades or additional extras in relation to the telematics unit. Any upgrades or additions must be negotiated and paid for directly with the supplier. Any upgrades or additional extras must not interfere with the operation of the unit and reporting required by SCC.

7.4 SCC has the right to review the payment of an Electric Vehicle Grant and to ask You any further questions relating to Your Application or the eligibility conditions within these Terms and Conditions at any point following Your receipt of the Electric Vehicle Grant.

8. Surrey County Council's right to withdraw or clawback Electric Vehicle Grant

8.1 You must not or attempt to abuse, manipulate, mislead or defraud SCC or the Electric Towns and Cities Initiative – Guildford at any time. You must not act in this way either on Your own or with other persons such as Accredited Dealerships, Finance Providers, Leasing Companies other Applicants and/or any other persons.

8.2 SCC has the right at any time to:

(a) reject an Electric Vehicle Grant application;

(b) withdraw an Electric Vehicle Voucher; and

(c) seek repayment of any Electric Vehicle Grant,

if SCC reasonably suspects or finds that You are not compliant with any of these Terms and Conditions, or any information You have provided is incorrect or misleading. Depending on the circumstances, SCC reserves the right to pursue individuals in Your business or charity for repayment of any Electric Vehicle Grant.

8.3 If You are found to have abused the Application process or have made a fraudulent Application, You may not be eligible for any further Electric Vehicle Grants and SCC may refer the matter to the relevant authorities and/or share details, which may include personal information, with relevant third parties (to include but not limited to Financial Providers and Accredited Dealerships) where applicable. Fraud is a criminal offence and You (and individuals in your business or organisation) may be at risk of prosecution.

8.4 You must on request share any information with SCC on any actual or suspected abuse of the Electric Towns and Cities Initiative – Guildford Electric Vehicle Grant Scheme, fund misappropriation or other behaviour which may be of a fraudulent or criminal nature. SCC may need to involve the police in these circumstances.

8.5 SCC has the right to withdraw from an Accredited Dealership relationship at any time without notifying You, in which case any Electric Vehicle Grant which has not yet been paid on Your behalf may also be withdrawn. If this happens, SCC may permit You to approach another Accredited Dealership with Your Electric Vehicle Voucher.

9. Returning your electric light commercial vehicle

9.1 This section sets out what happens if You want to return Your Electric Light Commercial Vehicle.

9.2 Any return must be made to the Accredited Dealership which the Electric Light Commercial Vehicle was purchased from.

9.3 Any returns will also be subject to the Accredited Dealership's own commercial terms and conditions.

9.4 You must notify SCC immediately of any returns and You must request a new Electric Vehicle Voucher which can then be used to order an alternative Electric Light Commercial Vehicle. SCC will only issue a new Electric Vehicle Voucher when You have completed a return vehicle notification request and You have provided evidence to SCC of the return.

9.5 If You return the Electric Light Commercial Vehicle within 12 calendar months of taking possession of the Electric Light Commercial Vehicle because it is faulty or defective and the Accredited Dealership accepts the return, You acknowledge and agree that SCC may reclaim the Electric Vehicle Grant we have paid to the Accredited Dealership. No funds will be paid directly to You by SCC as a result of this return.

9.6 If You wish to return the Electric Light Commercial Vehicle and the Accredited Dealership is no longer trading, You must seek Your own legal remedies. SCC will not be liable for any claims or compensation for loss of use of vehicle or loss of income.

9.7 If You wish to return the Electric Light Commercial Vehicle and the Electric Towns and Cities Initiative - Guildford is no longer operating, You must seek Your own legal remedies. SCC will not be liable for any claims or compensation for loss of use of vehicle or loss of income.

10. Disputes and complaints

10.1 This section sets out what You should do if You have a complaint.

10.2 If You have a complaint which relates to an Accredited Dealership, You should contact the Accredited Dealership in the first instance. Any complaint shall be processed in accordance with any separate terms and conditions which You may have signed with the Accredited Dealership.

10.3 If You have a complaint which relates to a Finance Provider, You should contact the Finance Provider in the first instance. Any complaint shall be processed in accordance with any separate terms and conditions which You may have signed with the Finance Provider.

10.4 If You have a complaint which relates to a Lease Company, You should contact the Leasing Company in the first instance. Any complaint shall be processed in accordance with any separate terms and conditions which You may have signed with the Finance Provider.

10.5 If You have a complaint which relates to SCC, You should contact SCC in the first instance via etciqueries@surreycc.gov.uk where SCC aim to respond to your complaint in 10 days. If your complaint remains unresolved you should escalate your complaint and contact the complaints, comments and compliments department at SCC. SCC shall aim to respond to Your complaint within 20 Working Days of the escalated complaint being made.

11. Sharing of personal data

11.1 SCC will need to collect personal data of applicants. By submitting Your application You accept the following:

(a) In line with our General Data Protection Regulations (GDPR) policy SCC will only request information that is required in order to process your grant application, assist in providing grant funding to You and ensure compliance with Terms and Conditions.

(b) SCC will take all reasonable precautions to keep Your information safe and protected from accidental loss or alteration, inappropriate access, misuse or theft by providing appropriate technical, physical, and organisational controls. SCC will ensure that all personal data processing operations are performed in accordance with applicable laws and good privacy management practices;

(c) for the purposes of processing personal data in connection with Your application for an Electric Vehicle Grant SCC is the data controller;

(d) as part of the application process and to provide funding to You, SCC will disclose Your personal data to third parties who will be acting as independent data controllers. These third parties are likely to include but are not limited to: Accredited Dealerships and telematics companies. SCC is not responsible and will not be liable for any actions of any third parties once the personal data has been shared/transferred with them;

(e) SCC will only keep Your information for as long as required for legal reasons, or for such time as is necessary to process Your application. Once Your information is no longer required SCC will securely delete it.

11.2 Your personal contact and vehicle information may be passed between SCC and an Accredited Dealership for the purposes of administering and ensuring compliance with the Terms and Conditions.

12. Miscellaneous

12.1 SCC is not responsible in any way to You or any other person for the condition, value or status of any Qualifying Diesel Vehicle or Electric Light Commercial Vehicle.

12.2 SCC does not give You any advice or recommendation in relation to:

(a) which value of Electric Vehicle Grant should be applied for;

(b) the quality and/or reliability of any Accredited Dealership, Finance Provider or Leasing Company;

(c) Your choice of Electric Light Commercial Vehicle; and/or

(d) any Electric Light Commercial Vehicle customisation.

12.3 Your ability to fund any ongoing payments in respect of Your Electric Light Commercial Vehicle is not the responsibility of SCC.

12.4 You acknowledge that SCC is subject to the requirements of the Freedom of Information Act 2000 ("FOIA") and that, although SCC shall use reasonable endeavours to inform and consult with You in respect of any relevant FOIA request, SCC may disclose information without consulting or obtaining consent from You and is responsible for determining whether information is exempt from disclosure under the FOIA. For the avoidance of doubt, these Terms and Conditions do not affect the Applicant's rights under FOIA, including in respect of information not related to these Terms and Conditions.

12.5 SCC may at any point in the Application process check the information You have provided with third parties, including but not limited to Guildford Borough Council, any other Local Authority in the UK, Companies House and HMRC.

12.6 You acknowledge that SCC has the right to audit any information You have provided to it, and also that such information may form part of any wider audit undertaken by other interested public sector bodies including the UK Government. You must provide all assistance reasonably requested by SCC in connection with any such audit. Such audits may (but not always) be necessary where fraud is suspected.

12.7 You confirm that the provision of the Electric Vehicle Grant does not amount to an unlawful Subsidy or is otherwise compliant with the Subsidy Control Regime.

13. Definitions

Unless otherwise provided, the following expressions shall have the meanings set out below:

"Affiliate" means:

(a) in relation to a body corporate, any other entity which directly or indirectly controls, is controlled by, or is under direct or indirect common control with, that body corporate from time to time;

(b) in relation to SCC;

and "Affiliates" shall mean any or all of them.

"Applicant" means a Ltd Company, Sole Trader, Partnership or entity Regulated by the Charity Commission which has applied for Electric Vehicle Grant.

"Accredited Dealership" means a Dealership who has successfully fulfilled the Dealership Accreditation Criteria and received written confirmation from SCC accompanied by an accredited dealership number.

"Electric Light Commercial Vehicle" means an Electric Light Commercial Vehicle up to 4,250kg gross vehicle weight on the SCC approved vehicle list. The vehicle must be fully battery electric with no internal combustion engine. For the avoidance of doubt Hybrid vehicles are not included in this definition and do not qualify for the scheme.

"ETCIG" means Electric Towns and Cities Initiative – Guildford.

"Electric Vehicle Grant" means a value of money which You can use at an Accredited Dealership towards the purchase of an Electric Light Commercial Vehicle.

"Electric Vehicle Voucher" or "EVV" means the value of the award of an Electric Vehicle Grant which is issued by SCC to an Applicant containing a unique identifier to confirm the validity of the award throughout the Electric Vehicle Grant Issuance Process to:

(a) confirm that the Applicant is eligible to receive an Electric Vehicle Grant;

(b) confirm the details of the Qualifying Diesel Vehicle;

(c) be valid for a period of three (3) months from the date of its issue (as may be extended by SCC following an application from the Applicant); and

(d) be used to review the progress of the Applicant in applying for and, potentially, obtaining an Electric Vehicle Grant.

"Electric Vehicle Grant Issuance Process" means the sequence of steps to support the process from an Applicant making an Application for an Electric Vehicle Grant through to the payment of the Electric Vehicle Grant to the Dealership and handover of the Electric Light Commercial Vehicle to an approved Applicant.

"Finance Provider" means a company who is a provider of Vehicle Finance and who may provide finance to You in relation to the purchase of an Electric Light Commercial Vehicle using an Electric Vehicle Grant.

"FOIA" means the Freedom of Information Act 2000.

"Leasing Company" means a company which regularly engages in the long-term lease of motor vehicles to its customers and which purchases vehicles for the purpose of such leases.

"Limited Company" means a Limited company registered with Companies House.

"Partnership" means 'the relation which subsists between persons carrying on a business in common with a view of profit' as is defined in S1(1), Partnership Act 1890.

"Qualifying Diesel Vehicle" means a diesel (Category N1, Class I, II or III) vehicle under the Electric Towns and Cities Initiative – Guildford qualification criteria for an Electric Vehicle Voucher.

"HMRC" means His Majesty Revenues and Customs.

"Sole Trader" means a self-employed person which owns and operates a business as an individual.

"Subsidy" means any form of financial assistance or aid as defined by a Subsidy Control Regime.

"Subsidy Control Regime" means all applicable Laws in force from time to time (which, for the avoidance of doubt, includes future laws) regarding the UK's international obligations concerning subsidy control or state aid including but not limited to any law giving effect to the provisions of Chapter 3 of Title XI of Part 2 of the Trade and Co-operation Agreement between the European Union and the European Atomic Energy Community and the United Kingdom as given effect by the European Union (Future Relationship) Act 2020 and commitments on subsidies arising from the UK's membership of the World Trade Organization.

"SCC" means Surrey County Council.

"Terms and Conditions" means all of the clauses in this terms and conditions document.

"Vehicle Finance" means a finance contribution which You can use towards the interest costs of finance on an Electric Light Commercial Vehicle.

"Working Day" means 9am – 5pm on any day other than a Saturday, a Sunday, Christmas Day, Good Friday or a day which is a bank holiday under the Banking and Financial Dealings Act 1971 in any part of the United Kingdom.
