Elmbridge parking review 2023

There are a number of stages involved in the review, these are shown below. The current stage is: Advertisement and objections.


Introduction

The deadline for requests for new parking controls to be considered as part of this parking review was August 2022.

We carried out site visits and assessed the requests based on a number of factors, including road safety, accessibility, congestion, the possibility of just displacing a problem and how many people supported the change.

Officers have discussed the requests with county councillors, and reached agreement on what proposed changes to the existing parking controls and restrictions to take forward in each division.


Authorisation

Having discussed and agreed the proposals with county councillors, authorisation to advertise our intention to make the changes has been granted by the Parking and Enforcement Team Manager.


Advertisement and objections

We are now accepting feedback about our latest proposals. To find out what they are, please refer to the statement of reasons (PDF), and then to the relevant drawing pack - there's one for each division - linked at the bottom of this page. The drawings are arranged within each pack in the same order as they are given in the statement of reasons.

If you wish to support, object to, or comment on any of the proposals you must do so by Friday 22 December 2023, using either:

As part of this process we are obliged to take steps to make people, who may be affected by the proposals, aware of them. To do this we have erected street notices at affected locations and written to properties fronting any proposed new restrictions. On 24 November we will publish the required formal legal notice in the Surrey Advertiser and around that time make copies of the proposed traffic orders, the statement of reasons and the drawings available for inspection at the following council offices and libraries:

  • Elmbridge Borough Council, Civic Centre, High Street, Esher, KT10 9SD, (by appointment),
  • Walton Library, 54 The Heart (off Hepworth Way), Walton on Thames, Surrey KT12 1GH,
  • Hersham Library, Molesey Road, Hersham, Surrey KT12 4RF,
  • Weybridge Library, Church Street, Weybridge, Surrey KT13 8DE,
  • Molesey Library, The Forum, Walton Road, West Molesey, Surrey KT8 2HZ,
  • Cobham Library, The Cedar Centre, Cedar Road, Cobham, Surrey KT11 2AE, and
  • Dittons Library, Mercer Close, Thames Ditton, Surrey, KT7 0BS, during normal opening hours.

Approval

The Parking and Enforcement Team Manager, in consultation with the county councillor of the area concerned, will consider any comments and objections, before making a final decision about which proposals should go ahead, and whether any should be changed or withdrawn.

Once the final decisions have been made, they will be reported on this page and anyone who raised a comment or objection will receive a letter or email to advise of the outcome. There is no 'appeal' stage.


Implementation

Once the final decisions have been made, we will go back on site to carry out 'detailed design' in order to specify the new signs and lines required and place a works order with our contractors.

At the same time, we will finalise the traffic regulation orders, and publish a 'made notice' in the local press.

Once the traffic orders are made, and the new signs and lines are in place, the new restrictions will come into effect.
