Are you passionate about safeguarding vulnerable adults and ensuring their financial affairs are managed with integrity and care? Do you thrive in a leadership role where your expertise in legal compliance, service improvement, and people management can make a real difference?

We are looking for a dynamic and experienced Lead Manager – Client Financial Affairs to join our Client Financial Affairs Team. This is a pivotal role that ensures our deputyship services meet the highest standards of legal and regulatory compliance, including the Mental Capacity Act 2005, Court of Protection orders, and Office of the Public Guardian guidance.

The team

The Client Financial Affairs Team is a frontline service within Adult Social Care responsible for managing the finances of people who lack the capacity to manage their own financial affairs. The team is based in Woking, however, there is some flexibility for remote working.

About the Role

This is more than a management role - it is an opportunity to shape a vital service that protects some of the most vulnerable members of our community. You will be part of a forward-thinking team that values innovation, collaboration, and compassion.

What you will be doing:

  • Leading a team of approximately 20 staff, including 6 direct reports, to deliver a high-quality, person-centred financial affairs service.
  • Overseeing complex deputyship applications, maintaining auditable records, and managing financial risk and safeguarding concerns.
  • Representing the service in court and at multi-agency panels, ensuring decisions reflect the wishes and values of individuals under deputyship.
  • Driving continuous improvement through performance monitoring, reporting, and the adoption of digital solutions.
  • Collaborating across adult social care and with external partners to ensure the best outcomes for those we support.

Shortlisting Criteria

To be considered for shortlisting for this position, your application will clearly evidence the following:

  • A degree or equivalent professional qualification, with significant management experience in a complex business or public sector environment.
  • In-depth knowledge of relevant legislation and practice standards, particularly around mental capacity and financial safeguarding.
  • Proven ability to lead and inspire teams, manage budgets (c.£1 million), and deliver service improvements.
  • Strong communication, negotiation, and stakeholder engagement skills.
  • A commitment to upholding the values of equality, inclusion, and public service.

Local Government Reorganisation

Surrey County Council is preparing for Local Government Reorganisation which will allow us to implement the Government led policy of devolution, which is all about giving more powers to local areas.

Currently, Surrey has a two-tier council system, with 11 district and borough councils and a county council, all responsible for different services. All these councils will be reorganised into a smaller number of new unitary councils which will come into effect in April 2027. At this point, this role will be transferred, with all existing terms and conditions intact into one of the new unitary councils.

Join our dynamic team and shape the future of local government. Make a lasting impact with innovative solutions and improved services for our community. Help us build a brighter future for our residents! Please see more information here: Information for applicants on Local Government Reorganisation - Surrey County Council.
