From 1 April 2023, the agreed inflationary uplifts for the adult social care services we buy are:
- nursing and residential care: 7.6%
- respite care for people with disabilities: 7.6%
- supported living for learning disabilities and physical and sensory disabilities: 8.4%
- shared lives and community outreach services: 8.4%
- extra care housing services: 8.4%
- day care services: 8.4%
- housing related support services: 8.4%
- unpaid carers services: 8.4%.

Older people nursing and residential care homes: 7.6% uplift
Guide prices per week for new placements:

Existing placements at or below the 2022 to 2023 guide price will receive a 7.6% uplift.
We won't uplift existing placements above the 2022 to 2023 guide prices.
Respite services for people with disabilities: 7.6% uplift
Where the pricing structure has been agreed with providers for respite, there are uplifts of 7.6% from 1 April 2023.
Rates for all other respite placements for people with disabilities are agreed at the time of commissioning services, based on the needs of the individual and recognising that these are short term care arrangements. This will continue to be the case.
Learning Disability nursing and residential care homes
Where pricing structure is agreed: 7.6% uplift
Where the pricing structure has been agreed through a previous Cost of Care project or through CareCubed, there will be uplifts of 7.6% for the core weekly fee and additional personalised care.
Where no pricing structure agreed - no uplift
Where there is no pricing structure agreed, there is no uplift.

Physical/sensory disability or mental health specialist care homes: 7.6% uplift
There is a 7.6% uplift for care homes that are specifically focused on the provision of care for working age adults with physical or sensory disabilities, or mental health problems.
This applies to the core weekly fees and any additional personalised care.
Care in the home providers
Fees for all existing care packages with care providers who have applied and been accepted onto the current Approved Provider List (APL) Dynamic Purchasing System (DPS) prior to October 2022 will be uplifted by 8.4% from 3rd April 2023.
Where providers have been accepted onto the DPS since October 2022 the rates for these services will be subject to agreed uplifts from April 2024. Rates for these services will not be uplifted from April 2023
This applies to home based care, live in care, sleep in and waking nights.
Extra care housing: 8.4% uplift
There is an uplift of 8.4% for formal extra care contracts for planned care and emergency support.
For planned care, please invoice us at your current agreed rate plus 8.4%.
For emergency support, we will pay monthly scheduled payments at the uplifted level.
Supported living care services
Learning disabilities
Fees for providers that applied and were accepted onto the new Approved Provider List (APL) for Learning Disability supported living services that went live on 1st January 2023 will be uplifted by 8.4% from 1st April 2023.
Providers who have not applied to join and / or been accepted onto the Learning Disability supported living APL will not receive fee uplifts.
Providers not currently on the Learning Disability supported living APL should write to asc.marketengagement@surreycc.gov.uk and information about the application process will then be shared
Mental health
Prices for these services are fixed by your contract terms until March 2024. We won't apply an inflationary uplift.
Specialist physical or sensory disability
From 1 April 2023, there is an uplift of 8.4% for supported care settings focused on the provision of care to working age adults with a physical or sensory disability.
If you invoice us for services, please invoice us at previously agreed rates and add 8.4% from 1 April 2023.
Shared lives placements: 8.4% uplift
From 1 April 2023, there is an uplift of 8.4% for supported care settings focused on the provision of care to working age adults with a physical or sensory disability.
Please invoice us at previously agreed rates and add 8.4% from 1 April 2023.
Community outreach services: 8.4% uplift
From 1 April 2023, there is an uplift of 8.4% for supported care settings focused on the provision of care to working age adults with a physical or sensory disability.
Please invoice us at previously agreed rates and add 8.4% from 1 April 2023.
Day care packages: 8.4% uplift
From 1 April 2023, there is an uplift of 5.3% for all day care packages across all client groups.
Please invoice us at previously agreed rates and add 8.4% from 1 April 2023.
Housing related support contracts: 8.4% uplift
The total value of all housing related support contracts is uplifted by 8.4% from 1 April 2023.
Payment of the uplift will automatically be included in your scheduled monthly payments.
If you raise service related invoices please do so at the uplifted rate.
Transport services
There will be no automatic uplifts applied to transport services provided to ASC clients who are funded by SCC.
In many cases these transport arrangements are commissioned on a temporary basis, and it would not be appropriate to automatically uplift these arrangements,
Where there are regular ongoing transport arrangements in place for SCC funded ASC clients, these are often commissioned through SCC's Transport Coordination Centre (TCC). Prices will be based on the terms of contracts tendered through TCC.
Any uplifts agreed would be applied based on these contract terms and such are outside of the remit for SCC's ASC service.
For any regular ongoing transport arrangements in place for SCC funded ASC clients that have not been commissioned through TCC, providers can write to asc.marketengagement@surreycc.gov.uk to make a case for an uplift to current fees and this will be considered
