Greenfields Road (D572) Horley
Temporary Traffic Management Order 2023

On 11 October 2023 Surrey County Council made the above mentioned Temporary Order under Section 14(1) and 14 (7) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily –

(a) prohibit vehicles from entering or proceeding in that length of Greenfields Road (D572) Horley as extends from its junction with (D334) Meath Green Lane to a point in line with the common boundary between No.17 and No.19 Greenfields Road.

(b) prohibit vehicles from waiting, loading, and unloading at any time in that length of Greenfields Road (D572) Horley as extends from its junction with (D334) Meath Green Lane to a point in line with the common boundary between No.17 and No.19 Greenfields Road.

(c) Suspend "The Surrey County Council Meath Green Lane (D334) Horley and Greenfields Road (D572) Horley insofar as it relates to that length of Greenfields Road (D572) Horley specified in part (a) of this Notice.

(d) Suspend "The Surrey County Council (Various Roads in Reigate and Banstead) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2013" as amended.

(e) Suspend "The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Stopping Outside Schools) Order 2013" as amended.

This Order is required to allow installation of modular buildings via mobile crane works, to be carried out by, or on behalf of Nationwide Traffic Solutions within the length of road described in this notice. These works are anticipated to be carried out over 2 days between the hours of 7am and 5pm within the 12-month period of operation of the Temporary Order that commences on 24 October 2023.

Advanced warning signs will be displayed, and the temporary restrictions and the suspensions of the Orders will only operate when the relevant traffic signs are displayed and to the extent indicated by those traffic signs. For sub-paragraph (a) above: Access for emergency services, pedestrians, and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

For sub-paragraphs (b) and (c) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

Alternative Route: Meath Green Lane, Horley Row, Wellington Way, and Kingsley Road, or this route in reverse.
