How to become a funded early education provider

If you'd like to offer parents Funded Early Education for Two year olds (FEET), Funded Early Education for 3 and 4 year olds or 30 hours funded childcare in Surrey, you must be registered with Ofsted. You then need to register with our Funded Early Education Team to join the Surrey County Council Directory of Providers.

We recommend you read the Guide to Surrey Funding and the Provider Agreement, located at the bottom of this page, before applying to register to make sure you understand the terms and conditions we require you to meet. What is the Surrey County Council Directory of Providers?

The Surrey County Council Directory of Providers is an unpublished list that we're required by government to keep as a record of providers in our local authority that are registered to provide funded early education for 2, 3 and 4 year olds.

I want to register to offer FEET, Funded Early Education for 3 and 4 year olds and 30 hours funded childcare

If you're already registered with us to offer FEET, Funded Early Education for 3 and 4 year olds and/or 30 hours funded childcare you do not need to complete a full registration pack. Please see the list above and choose the links for the options you want to add.

If you want to register for the first time to offer FEET, Funded Early Education for 3 and 4 year olds and/or 30 hours funded childcare you need to fill in a registration pack and send it to our Finance Team.

The full registration pack includes:

  • Registration form for providing funded early education for 2, 3 and 4 year olds
  • BACS details form
  • Funded Early Education Portal - Login request form
  • A copy of your Ofsted registration certificate.
  • A copy of your Quality Assurance report (Agency Childminders)

After you've completed all the forms you can either scan and email them to fundedearlyeducation@surreycc.gov.uk or post them to Funded Early Education Team, Surrey County Council, Woodhatch Place, 11 Cockshot Hill, Reigate, RH2 8EF.

You are also required to print the Privacy Notice to tell parents how you share their information, you should personalise this as appropriate for your setting. And you're required to read the Provider Partnership Policy. You don't need to send us copies of these.

We'll email you once your registration is complete and we'll tell you your Department for Education Unique Reference Number (DfE URN). We'll also email you details of how to complete the process to log in to our online Funded Early Education Portal.

You'll need to complete the Provider Agreement in the portal before you can start adding your eligible children and making claims.

Make sure you tick to show all of the funded early education types you'll be offering (not just the ones you want to add). Either scan and email the form to fundedearlyeducation@surreycc.gov.uk or post it to Funded Early Education Team, Surrey County Council, Woodhatch Place, 11 Cockshot Hill, Reigate, RH2 8EF. We'll then contact you and set you up on the Funded Early Education Portal for FEET so you can make your claims.

If you aren't already registered to offer Funded Early Education for 3 and 4 year olds, you need to fill in a full registration pack and send it to our Funded Early Education Team. We'll then add you to the Surrey County Council Directory of Providers and give you access to the Funded Early Education Portal so you can make your claims. I want to register to offer Funded Early Education for 3 and 4 year olds

I want to register to offer 30 hours funded childcare

You must be registered to offer Funded Early Education for 3 and 4 year olds (the universal 15 hours) to be able to offer 30 hours funded childcare (the extended 15 hours).

If you're not already registered to offer Funded Early Education for 3 and 4 year olds, you will need to fill in a full registration pack and send it to our Funded Early EducationTeam. You can register to offer 30 hours funded childcare at the same time. Find out the process and what you need to do.

I need to re-register to offer funded early education

If you re-register with Ofsted you also need to re-register with us so you can continue to provide funded early education in Surrey. There are lots of reasons why you may need to re-register with Ofsted, for example a change of business status, operating address or business name. Ofsted will give you a new Ofsted Unique Registration Number (URN) and we will give you your new DfE URN.

To re-register you need to fill in a Registration form for providing funded early education for 2, 3 and 4 year olds. If your banking details and/or portal users are changing you will also need to fill in a BACS details form and/or Funded Early Education Portal - Login request form. Send the relevant forms to our Funded Early Education Team by scanning and emailing them to fundedearlyeducation@surreycc.gov.uk or posting them to Funded Early Education Team, Surrey County Council, Woodhatch Place, 11 Cockshot Hill, Reigate, RH2 8EF. We will then tell you your new DfE URN.

If there's a change of ownership, the new owner will need to fill in a full registration pack and it will be treated as a new registration (rather than re-registering). Find out the process and what you need to do.

I am buying a setting that's already registered to offer funded early education

If you are buying a setting that is already registered to offer FEET, Funded Early Education for 3 and 4 year olds and/or 30 hours funded childcare in Surrey, you will need to fill in a full registration pack. We will treat it as a new registration as there's a change of ownership. Find out the process and what you need to do.
