We're investing over £211 million to improve and expand education facilities across Surrey for children with additional needs and disabilities.
We are delighted to share the latest progress on projects across our Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Capital Programmes. Our SEND Capital Programme works will add around 3,000 new school places in Surrey by 2030.
These additional places, and the projects that are delivering them, are a crucial part of Surrey's Inclusion and Additional Needs Strategy. The strategy aims to improve inclusion and outcomes for children with additional needs and disabilities in Surrey, ensuring they can access the best possible education closer to home.

Completed projects 2025
Epsom Downs Primary School
The new Special Educational Needs (SEN) Unit will provide a modern education setting for 25 pupils with additional needs and disabilities. The first 10 pupils and staff moved from their existing temporary accommodation into their new building in February.
Phillip Southcote School
Philip Southcote School’s new teaching block and hydrotherapy pool are now complete. The new facilities include modern classrooms, an Information and Communication Technology (ICT) suite, and provisions for hearing-impaired students. This investment not only provides 27 additional school places but also upgrades spaces for 24 existing students, ensuring a more inclusive and supportive learning environment.

Ongoing
Hopescourt School
The steel structure for the new specialist free school for up to 200 pupils with additional needs and disabilities is complete and the school is starting to take shape. Pupils and staff attending the site earlier this year to sign the steel beams and be part of the construction of their new school. You can read more about the steel signing event in our press release. The project is due to be completed by March 2026.
Guildford County School
Guildford County School’s new 25 place SEN unit for autistic children aged 11-16 years is progressing well. The new classrooms are being installed and completion is expected in June 2025.
Pond Meadow School
The current contractor has completed internal works to finalise the classroom cupboards and finish the swimming pool area. The next phase of the project to create more than 50 places for pupils aged 11-19 with severe learning difficulties and co-occurring needs will see a contractor appointed to construct the new teaching block. The project is due for completion in early 2026.
Walton Leigh School
The first two phases of the main campus refurbishment project were successfully completed during the 2024 summer holiday period and Autumn term. The third phase is the Garden Room block, comprising two new Group Room break-out spaces, with folding partition for larger space use is also now complete.
Ashford Park Primary School
The groundworks and foundations for the SEN unit expansion are now complete, and the steel frame is being erected. The project is due to complete in October 2025.
Fordway Centre
The project to rebuild the Alternative Provision school on its existing site will provide fit for purpose facilities that ensure up to 24 local children at a time feel valued and can access a high-quality curriculum which ensures that their emotional health and wellbeing is a priority. The children and staff will move out of their temporary accommodation on the Wey Valley College site and into their new building in May, with the opening ceremony planned for June.
What’s next
We will soon start construction work on the new SEN unit at St John the Baptist school in Woking. We have also had planning approved at Bramley Oak Academy in Bramley and Portesbery School in Deepcut. This means we can now move towards the construction phase for these schemes.
