Mole Valley parking review 2023

There are a number of stages involved in the review, these are shown below.

The current stage is: Implementation

Introduction

During June and July 2022, we looked at some parking issues across the district. These issues had been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We have visited, assessed, and prioritised the requests for new or amended parking controls, and have written a report of recommendations for proposals which should be taken forward.

Authorisation

All proposals have been agreed by county councillors prior to authorisation being given to advertise them by the Parking and Traffic Enforcement Team manager.

Advertising and objections

Once the parking proposals had been agreed, we were able to advertise them for a period of 28 days, starting from 19 January 2023. This included the publishing of a legal notice in the local newspaper; street notices were erected on site at each location; plus drawings and a statement of reasons were published on this page and can still be seen below. Those properties immediately fronting locations where changes are being proposed were notified individually by letter or flyer.

We were also advertising a location for electric vehicle charging bays. The proposed electric vehicle charging bay locations are shown on drawing number 20.

We are no longer accepting any comments relating to this parking review. The deadline for making any comments was 16 February 2023.

Please note that we could not accept any requests for additional parking restrictions as part of this process. If you wish to request further parking restrictions, you would need to do so via our parking review process page.

Approval

All objections, support and comment responses have now been compiled into a 'decision report', which includes a recommendation on how to proceed at each location. County councillors and the Parking and Traffic Enforcement Team manager have agreed this report , so we can now look at installing the restrictions. Those who responded to the advertisement will be notified of the decisions by email or by letter prior to installation. A decisions report is now available to view below.

Some amendments have been made and some proposals have been removed. Amended plans can be seen below. The proposals that will not be going ahead are those on Woodbridge Grove, Randalls Park Avenue and Kingston Avenue, Leatherhead. Amended proposals are on Grangemount, Ashtead and Highlands Road, Leatherhead.

There is no 'appeal' stage. If you do not like a decision that has been reached by members and officers who consider the objections then you will need to submit a new request for the location to be assessed again in the next Mole Valley parking review.

Implementation

As approval has been given, we have revisited all of the locations where new restrictions are due to be implemented. Each location has been marked up; final drawings have been prepared and issued to the lining contractor for them to install the road markings. At the same time we placed the accompanying signing order.

The signing has been completed and the lining is still ongoing at this stage.

We have also made the required changes to the legal traffic regulation orders. The new restrictions will come into force as soon as the appropriate signs and lines have been installed The final legal notice can be seen below.
