There are a number of stages involved in the review, as shown in the list above. We are currently at the advertising and objections stage.
Introduction
We looked at on-street parking concerns across the borough by carrying out site assessments during June and July. The sites assessed, were locations of concern that had been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We assessed the requests based on road safety, accessibility, congestion, the possibility of displacing a problem elsewhere and how many people had requested a change.
We then prepared drawings and a statement of reasons explaining our findings and recommendations.
Authorisation
We then presented these drawings and the statement of reasons to the county councillors for Woking Borough. Each county councillor agreed the proposals for their division with the parking engineer. The agreed locations are now being formally advertised.
Advertising and objections
The parking proposals agreed with the county councillors are now being formally advertised. The formal advertising runs for 35 days. Beginning on 12 December 2024 and ending on 16 January 2025. An extra week has been added to allow for the Christmas and New Year holiday.
Drawings of the changes being advertised are available to view in the 'files available to download' section below. Drawings are displayed by County Councillor division. Paper copies of the proposals are also available to view in libraries around the borough during the advertising period.
If you do wish to object, comment on or support any of the advertised changes during this advertising period you can do so by completing this feedback form.
Street notices have been put up at all locations where changes are proposed. Properties fronting streets where changes are proposed are being written to individually.
Approval
All the feedback received following the 35 day advertising period will then be separated out into each proposal, compiled into a report and presented to the relevant Woking Borough county councillor and the Traffic Enforcement and Parking Te12am Manager. They will each read the report and make decisions on how to proceed at each location, taking the feedback submitted during the advertising into account. Public feedback can result in a proposal being dropped completely or a reduced proposal being progressed. It is not possible to extend a scheme once it has been formally advertised. If no objections are received about a particular proposal, it will proceed as advertised through to implementation.
Once final verdicts have been agreed, a 'Decisions Report' will be written and published below on this web page. Everybody who participated in the advertising will be notified when the Decisions Report is available. The report will summarise the feedback received during the advertising and state the final decision with an explanation where necessary.
Implementation
Each location we are proceeding with will be visited, measured and marked out in preparation for the new parking scheme to be installed. Orders for lining and signing works will then be raised and placed with our contractors to install the new parking controls. Lining work requires suitable weather. If this stage of the process is reached during the winter or a wet spell of weather, there could be a delay in implementing.
A final traffic regulation order (TRO) will then be made and published. This will make all the changes made in the parking review legally enforceable by civil enforcement officers.
