Woking parking review 2024

There are a number of stages involved in the review and these are explained below. This parking review is due to get underway in June 2024.

The current stage is: Introduction


Introduction

Starting in June and continuing through July 2024 we shall be assessing on-street parking concerns across the borough by carrying out site assessments. The sites assessed will be streets of concern that have been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We shall be assessing the requests based on road safety, accessibility, congestion, the possibility of displacing a problem elsewhere and how many people have requested a change.

After completing all the site assessments, we will prepare drawings and a statement of reasons explaining our findings and recommendations.

Authorisation

We will then present these drawings and the statement of reasons to the county councillors for Woking Borough. Each county councillor will read, discuss, amend and then come to an agreement with the parking engineer for the proposals for their division. The agreed locations will then be prepared for advertising and consultation.

Advertisement and objections

The prepared parking proposals agreed with the county councillors will be formally advertised and consulted upon. This will be done via a 28 day public consultation. It will allow everybody the opportunity to give their views on what changes are being proposed. Street notices will be put up at all locations where changes are proposed. The most affected properties will be written to. Drawings of the proposed changes will be available to view in libraries around the borough and on this web page.

Approval

All the feedback received following the 28 day public consultation will then be separated out into each proposal, compiled into a report and presented to the relevant Woking Borough county councillor and the Traffic Enforcement and Parking Team Manager. They will each read the report and make decisions on how to proceed at each location, taking the feedback submitted during the consultation into account. Public feedback can result in a proposal being dropped completely or a reduced proposal being progressed. It is not possible to extend a scheme once it has been formally consulted upon. If no objections are received about a particular proposal, it will proceed as advertised through to implementation.

Once final verdicts have been agreed, a 'Decisions Report' will be written and published below on this web page. Everybody who participated in the consultation will be notified when the Decisions Report is available. The report will summarise the feedback received during the consultation and state the final councillors decision with an explanation.

Implementation

Each location we are proceeding with will be visited, measured and marked out in preparation for the new parking scheme to be installed. Orders for lining and signing works will then be raised and placed with our contractors to install the new parking controls. Lining work requires suitable weather. If this stage of the process is reached during the winter or a wet spell of weather, there could be a delay in implementing.

A final traffic regulation order (TRO) will then be made and published. This will make all the changes made in the parking review legally enforceable by civil enforcement officers.
