The parking review process

To improve efficiency and value for money, we review parking across the whole of each district or borough every 15 to 18 months, rather than making changes at individual locations.

How we carry out parking reviews

In each review we consider if the area needs any new parking controls or changes to existing ones, based on any requests for changes or new restrictions that we have received since the previous review.

Our engineers assess each request, taking into account a number of factors, including:

road safety
accessibility
congestion
the possibility of just displacing a problem
and how many people support the request.

We then create a shortlist of the most necessary proposals and share it with county councillors for the area. We discuss the list with them, make any changes if needed, and agree a final version. We then start the formal legal process. This includes:

Publishing a formal notice in the local press;
Making copies of the proposals available for inspection at council buildings and libraries.
Putting up street notices on lamp columns and posts in affected roads.
Making drawings of the proposals and a statement of reasons available to view on our website.
Sending or delivering letters to any properties immediately in front of which changes are proposed.

There is then a period (usually 28 days) during which people can let us have their comments about the proposals, letting us know whether they support them or object to them. We then need to consider all the comments before deciding, in consultation with the appropriate county councillors, what should still go ahead, with or without changes.

Once the process is complete we publish the parking orders, amendments and plans and we arrange for the road markings and signs to be installed.

From start to finish, the whole process takes roughly a year to complete.

Parking review schedule

We are continuing to accept requests for changes to parking restrictions as normal. From 1 April 2027, responsibility for parking reviews will transfer to the new East and West Surrey unitary councils, along with other highway functions. We will publish a timetable for new parking reviews, taking place after this date, in due course.

Requesting changes to parking controls

We will consider requests for new controls or changes to existing ones in the parking review for your area on the following basis:

If we think parking is affecting safety or blocking vehicles or pedestrians on a particular road, we will usually include it in a parking review—even if only one person reports it.
For example, this could include stopping parking taking place too close to junctions or where it blocks larger vehicles, such as emergency services, buses or refuse lorries.

For larger schemes, we will only normally consider new controls if we know at least 70% of affected properties in the street or area support them. Examples include requests for residents permit parking or other parking management schemes. The reason for this is that the development of parking management schemes can be expensive and time consuming. We want to know that there is a reasonable level of support for changes by residents (or other highway users) who will be affected before we start an investigation.

Before we can consider a larger parking scheme—such as residents’ permits or yellow lines in the whole of a road—residents need to show support by submitting a request.

We usually require at least 70% of affected households to support the scheme.

Meeting this level does not guarantee the scheme will go ahead, but it means we will consider it seriously.

Submitting a request from one person

and explain why you think the restrictions are needed or should be changed.
