The stages involved in the review are shown above and we are currently in the implementation stage.
Assessments
During December 2024 and January 2025, we looked at some parking issues across the district. These issues of concern were raised since the previous review took place and were reported mainly by:
- members of the public,
- the police,
- councillors
- and highway officers
We have visited, assessed, and prioritised the requests for new or amended parking controls. We then wrote a report with the recommendations on which proposals should be taken forward.
Authorisation
All proposals have been agreed by county councillors prior to authorisation being given to advertise them by the Parking and Traffic Enforcement Team manager.
Advertising and objections
Once the parking proposals had been agreed we advertised them for a 28 day period. This started on 24 July 2025. We published a formal notice in the local newspaper, a copy of which can be seen at the bottom of this page. We also:
- erected street notices on site at each location;
- made drawings and a statement of reasons available to view online at the bottom of this page.
- sent or delivered letters to any properties immediately in front of where changes are proposed.

- a description of all of the proposed changes,
- which drawing numbers you can see the proposals on
- and why we want to introduce them.
Underneath that are packs of drawings showing the proposals. In the statement of reasons the proposals are sorted by electoral division and then by town.
The advertising period ended on 21st August 2025 so you can no longer comment on or object to any of the proposals.
Approval
All objections, support and comment responses have now been compiled into the Mole Valley parking review 2025 decisions report (PDF). This includes a recommendation on how we will proceed at each location. County councillors and the Parking and Traffic Enforcement Team manager have agreed this report so that installation of the restrictions can take place. Those who responded to the advertisement will be notified of the decisions by email or by letter prior to installation.
The following proposals have been removed:
- The Links Road proposals on drawing 03,
- West Farm Drive proposals on drawing 07,
- Ottways Lane proposals on drawing 08,
- Blades Close proposals on drawing 09,
- Stag Leys proposals on drawing 10,
- Homelands proposals on drawing 12,
- Poplar Avenue proposals on drawing 13,
- Cobham Road proposals on drawing 18,
- Cock Lane and The Street proposals on drawing 19,
- Eastwick Park Avenue proposals on drawing 21
- the Old Horsham Road proposal on drawing 35.
The Mole Valley parking review 2025 amended plans (PDF) contains the amended proposals for:
- Woodfield Lane on drawing 05
- Harriotts Lane on drawings 07 and 08
- Rose Hill on drawing 27
- and Ifield Road on drawing 37
There is no appeal stage. If you do not like any decision that has been agreed by members and officers, then you need to submit a new request for the location to be assessed again in the next Mole Valley parking review.
Implementation
Now that approval has been given, we have revisited all of the locations where new restrictions were due to be implemented. Each location has been marked up. Final drawings have been prepared and have been issued to the lining contractor for them to install the road markings. At the same time we placed the accompanying signing order.
We have also made the required changes to the legal traffic regulation orders. The new controls and restrictions then come into effect and will be enforceable.
