The stages of the review, are shown above, and we are currently in the approval stage.


Introduction

Beginning in July and continuing through August 2024, we carried out assessments on-street of the parking issues across the borough once again. These issues of concern were raised since the previous review took place and were reported mainly by:

  • members of the public,
  • the police,
  • councillors
  • and highway officers

We visited, assessed, and prioritised requests for new or amended parking controls in different locations across the borough.


Authorisation

We have discussed and agreed the proposals with county councillors. The Parking and Enforcement Team Manager has authorised us to advertise our intention to make the changes.


Advertising and objections

During October, we formally advertised our intention to make changes to parking within the Guildford controlled parking zone (CPZ) in the centre of the town and in the parished areas of the borough. Between November and January we advertised our intention to make changes to parking in the rest of Guildford outside the town centre CPZ.

We advertised our parking proposals for this review by way of notices published in the Surrey Advertiser and also:

  • erected street notices on site at each location;
  • made drawings and a statement of reasons available to view online at the bottom of this page.
  • sent or delivered letters to any properties immediately in front of where changes are proposed.

At the bottom of this page, there are three documents:

They are listed in electoral county division and then by area. There are also sets of drawings showing the proposals, which are sorted into the relevant electoral county divisions. Within the document and in a separate drawing pack, there are also details of proposed new parking places for e-bikes and an electric vehicle charging point.


Approval

We have reviewed all the feedback and considered all the objections that we received during the advertising periods. The Parking and Traffic Enforcement Manager, in consultation with the relevant county councillors, has made the final decisions. This includes details about which of the proposed changes to parking should go ahead, with or without changes, and which should not be taken further. A copy of this report is available to view. There is also a set of drawings showing the final plans where the decision was made to change the original proposal - see Guildford Amended Parking Proposals (PDF) below.

We will also email or write to those who responded to the advertisement to let them know about the final decisions.


Implementation

We will prepare an order for the necessary lining and signing work to install the agreed changes and place it with our contractors, as well as making the final traffic regulation order (TRO) amendments. This means that once the lining and signing has been completed, all the agreed changes to parking restrictions will become enforceable by patrolling civil enforcement officers.
