Epsom and Ewell parking review 2022

There are a number of stages involved in the review, these are shown below.

The current stage is: Implementation

Introduction

During June and July 2022, we looked at some parking issues across the district. These issues had been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We have visited, assessed, and prioritised the requests for new or amended parking controls, and have written a report of our findings (PDF) and recommendations for which should be taken forward (Item 24/20).

Authorisation

All proposals have been agreed by county councillors prior to authorisation being given to advertise them by the Parking and Traffic Enforcement Team manager.

Advertising and objections

Once the parking proposals were agreed we were able to advertise them for 28 days from 8 September 2022. This included the publishing of a formal notice (available below) in the local newspaper; street notices being erected on site at each location; plus drawings and a statement of reasons that were available to view online and at the bottom of this page. Those properties immediately fronting locations where changes have been proposed were notified individually by letter or flyer.

We were also advertising some locations for electric vehicle charging bays. The proposed electric vehicle charging bay location plans are available below.

The period for making any comments or objections is closed.

Approval

All objections, support and comment responses have been compiled into a 'decision report', which includes a recommendation on how to proceed at each location. County councillors and the Parking and Traffic Enforcement Team manager have agreed this report so installation of the restrictions can begin. Those who responded to the advertisement will be notified of the decisions by email or by letter prior to installation.

Please note that some proposals have been removed or amended. A summary of the comments, objections and outcomes are at the bottom of this page in the decisions report. You will also find a set of revised plans to show the amended restrictions below.

There is also one minor amendment to the electric vehicle bays which can also be found below.

There is no 'appeal' stage. If you do not like a decision that has been reached by members and officers who consider the objections then you will need to submit a new request for the location to be assessed again in the next Epsom and Ewell parking review.

Implementation

Once approval was given, we revisited all of the locations where new restrictions are due to be implemented. Each location was marked up; final drawings were prepared and were issued to the lining contractor for them to install the road markings. At the same time we placed the accompanying signing order.

We also made the required changes to the legal traffic regulation orders. The new controls and restrictions will then come into effect and will be enforceable. The final notice is available to view at the bottom of this page.

The signing is largely complete, but the lining work is still ongoing.
