Purpose / function of the service

This privacy notice applies to the functions of the Blue Badge team, which is part of Customer Services. The Blue Badge team administers the disabled blue badge parking scheme in Surrey.

What processing of personal data is undertaken by the team?

The Blue Badge team processes applications for disabled residents, determining resident eligibility for the scheme. We have records of who has been issued a blue badge in order to carry out our statutory responsibilities under the different legislative frameworks. In addition, personal data is collected for the following purposes:

  • Statistical analysis and reporting

  • Sections 115 (Mishandling of parking documents and related offences), 117 (Wrongful use of disabled person's badge) and 142(1) General interpretation of Act) of the Road Traffic Regulation Act 1984 (provides powers to tackle parking related abuse of the scheme).

  • Surrey County Council employees where appropriate (for example to resolve an enquiry; for complaint investigation, following DfT guidance to cross reference Blue Badge eligibility with free bus team in order to confirm automatic eligibility for a disabled bus pass and administration of Tell us Once scheme)
  • Assessment centre medical staff
  • other local authorities
  • Surrey local borough and district councils (parking enforcement)
  • Surrey Police
  • DfT and their appointed sub-processor, Valtech UK Ltd and APS Ltd
  • IEG4 (Blue Badge CMS system provider)

Retention of data

Data will be retained in accordance with SCC countywide data retention schedule.
