Delivering Change in Horley

Background

The Delivering Change in Horley Town Centre programme is a series of interrelated projects that aim to deliver an improved town centre to meet the needs of our communities: supporting economic prosperity and providing a safe, welcoming and healthy environment for residents and visitors.

The programme is a partnership between Surrey County Council (SCC), and Reigate and Banstead Borough Council (RBBC), with key support from Horley Town Council, Coast to Capital Local Enterprise Partnership, Network Rail and the UK Government.

There are four current projects that form the programme:

  1. High Street public realm improvements
  2. Refurbishing the pedestrian subway between the High Street and Station Approach
  3. Town Centre Pedestrian Wayfinding
  4. Improvements to Central Car Park (Funded and delivered fully by Reigate and Banstead Borough Council)

The projects are funded by a range of sources, with the overall £3 million budget made up of SCC and RBBC capital investment; RBBC Strategic Community Infrastructure Levy (SCIL) funding; Section 106 Developer Contributions; and grants from the Local Enterprise Partnership and UK Government through the UK Shared Prosperity Fund.

  • The next phase of the works, which will commence on 8 June, will involve the repaving of the road through the High Street (Phase 8). To enable this work, the High Street will be closed to through traffic for a period of approximately five months.
  • From 8 June, Albert Road will be closed to all traffic between Consort Way and High Street to allow resurfacing on Albert Road and paving of the road at the junction of Albert Road and High Street. As a result, there will be no vehicle access to the Pedestrian Precinct. This will take approximately 3 weeks, at which point Albert Road will be reopened for delivery vehicles only.
  • Widening and repaving of the pedestrian pavement on the south side of the road (Phase 6) started 5 May. Pedestrian access to businesses will be maintained and businesses remain open, but the pavement will be narrow in places during the works and barriers will be in place around work areas. This work will be delivered in sections and is anticipated to complete by 8 June.
  • The High Street is currently one-way to all traffic, westbound from Consort Way East, with no entry from Albert Road, and parking on High Street has been suspended.
  • The widened pedestrian pavements on the north side of High Street between Yattendon Road and Albert Road (Phases 2 and 4), between the Railway footbridge and the entrance to High Street Car Park (Phase 7); and on Albert Road (Phase 5) are now complete. These pavements are now open and available to use.

The programme is currently under review to explore opportunities to accelerate the works and may therefore be subject to change. Updates will be posted here in the event of any changes.

Phasing plan

High Street improvement works started in February 2026 and will be carried out in phases. The list below shows the expected order and approximate duration of each phase. These details may change as the project progresses. We will share updates including traffic management plans as soon as more information becomes available.

  • Phase 2 - Feb to March – Closure at Consort Way East/High Street junction to install a raised pedestrian crossing and new paving (complete)
  • Phase 3 – Feb to March - Pavement repaving works on the north side of the High Street between Yattendon Road and Lumley Road, creating space for new trees, installing rain gardens (complete)
  • Phase 4 – March to June - Pavement repaving works on the north side of the High Street between Lumley Road and Albert Road, providing widened pavement, loading bay and disabled parking, spaces for new trees and installing rain gardens with benches (complete)
  • Phase 5 – April - Widening pavement, and creating space to plant new trees on the east side of Albert Road (complete)
  • Phase 7 – April to May - Pavement repaving works on the south side of the High Street between High Street Car Park entrance to Yattendon Road, aligning the pavement at the car park entrance, and widening the pavement between station subway to pedestrian footbridge (complete)
  • Phase 6 – May/June 2026 - Extending existing loading bay and disabled parking at Albert Road/High Street junction, pavement repaving works on the south side of the High Street between Albert Road and Consort Way East, installing new crossing facilities. High Street open to traffic one-way only, with no parking available on street (approx. duration: 7 weeks)
  • Phase 8 – June to mid-August 2026 - Road repaving along the High Street between Albert Road and Lumley Road, installing raised tables for pedestrian crossings and adding a cycleway. High Street closed to vehicles, pedestrian access to businesses maintained at all times (approx. duration: 12 weeks) 
    • Road resurfacing on Albert Road and the removal of the existing raised table will take place between 8 June to 26 June
  • Phase 9 and Phase 1 – August 2026 - Road repaving at Lumley Road/ High Street/ Consort Way East junction, and of the pedestrian crossing across the Lumley Road junction. The junction will be closed on all arms and there will be no through traffic during this phase (approx. duration 4 weeks)
  • Phase 10 – September to November 2016 - Road resurfacing between Consort Way East and Yattendon Road, adding raised tables for pedestrian crossings (approx. duration: 8 weeks)
  • Phase 11 – Autumn/ Winter 2026 - Road resurfacing and repaving at the entrance of High Street Car Park (approx. duration: 3 weeks)

High Street public realm improvements

Building on the public realm improvements delivered in the pedestrian precinct in 2019, this part of the programme will be concentrated along the High Street, between the precinct and the pedestrian bridge over the railway. The aim is a coordinated and comprehensive series of improvements to create a more attractive and vibrant High Street.

Key features of the High Street works include:

  • Make the High Street one-way for motor vehicles, to open up space for pedestrians, and improve safety and accessibility of the High Street for visitors and residents
  • Improve accessibility and pedestrian safety by widening footpaths, adding pedestrian crossings, and allowing businesses to open out into the High Street
  • Introduce new planting and trees to improve the landscape/ streetscape of the area and provide environmental benefits
  • Provide new public street furniture to allow visitors to socialise and relax in the improved area of public realm
  • Install a segregated contraflow cycleway facility to enable a safe and convenient two-way use of the High Street for cyclists on the National Cycle Route

The improvement works will help ensure the High Street is a welcoming, safe and healthy place that meets the needs of local residents and visitors. The project aims to attract and retain visitors to the town centre, helping to support a vibrant and viable local economy into the future.

Town Centre pedestrian wayfinding

Following on from work undertaken by Horley Town Council, we have designed a pedestrian wayfinding strategy for Horley Town Centre that helps visitors navigate around the town and the amenities that Horley has to offer.

The project involves the installation of a range of map-based signs across the town centre, located at key arrival and decision points. Sign locations include the public car parks, the rail station, the High Street, the footbridge between High Street and Station Approach, and locations on Victoria Road. Alongside delivering the signage, we have undertaken some decluttering across the town centre including the removal of redundant signposts and excess furniture.

The wayfinding signage has now been installed at various locations across the town centre. This project was completed in  January 2026.


Refurbishing the pedestrian subway between the High Street and Station Approach

Surrey County Council and Reigate and Banstead Borough Council are working together alongside Network Rail to deliver a range of improvements to the pedestrian subway between High Street and Station Approach.

There are three main elements proposed for the subway project:

  1. Network Rail drainage improvements to reduce historic flooding issues in the subway – Network Rail are responsible for the delivery of this work and commenced construction in July 2024. New drainage infrastructure, including pumps to remove water from the subway, have been installed. The new pump equipment went live in February 2025.
  2. Network Rail carried out structural works to the track above the subway over Christmas 2024.
  3. SCC/ RBBC subway refurbishment works will include improvements to the entrance to the subway on the High Street side, improved lighting, redecoration, footway improvements and public art. Designs for the refurbishment are currently under review in consultation with Network Rail. Timescales for delivery of these works will be confirmed following confirmation from Network Rail of authority to proceed with our proposals. Improvements to Central Car Park

The improvements to Horley Central Car Park are funded and delivered fully by Reigate and Banstead Borough Council. More information is available on the Reigate and Banstead website.


Project costs and funding

The total estimated cost of the programme is approximately £3 million. The programme is fully funded through a variety of funding sources. Allocations from Reigate and Banstead Borough Council's capital programme and Strategic Community Infrastructure Levy together total £1.22 million; £1.1million capital investment is provided by Surrey County Council as part of the Surrey Infrastructure Plan. Developer contributions (£600,000) and grant funding from the Coast to Capital Local Enterprise Partnership, UK Government's UK Shared Prosperity Fund and High Street Innovation Fund make up the remainder of the required funding.


Engaging the community

We have been working closely with Reigate and Banstead Borough Council and Horley Town Council, leveraging different public and community platforms, to cascade information about the Horley town centre improvement works, so that residents and businesses are kept informed of the latest updates.
