At Surrey County Council, we have the responsibility of managing the fundamental business functions that enable the council to provide support and services to all Surrey residents.

We are committed to delivering seven outstanding professional services across the council and bringing these business functions together in one place, helps the council provide increased value for money to residents and the community.

Human Resources and Organisational Development

We are a streamlined service of multi-skilled professionals, ready to support Surrey County Council with the demands of being an employer of choice. Some key areas of support are the management, engagement and development of staff, ensuring that our policies, practises and procedures remain fit for purpose and improving skills to develop capability, capacity and effective workforce planning.

Information Management and Technology

Chief information officer - Matt Scott

We are committed to driving innovation in technology to ensure residents receive the very best services from our staff. Our Information Management and Technology (IMT) service supports the core infrastructure of the organisation, supports our hardware, drives innovation in applications and flexible working, and ensures the organisation remains secure and resilient.

Strategy and Performance

Assistant Director – Liz Lawrence

Our three teams, Performance and Change, Policy and Strategic Partnerships and Economic Growth, provide research, insight and analysis to inform strategic policy making, decision making and resource allocation. We work with Council Services, Members and partners to share skills, tools and best practice to drive improvement and innovation whilst also maximising the influence of the Council locally, regionally and nationally.

Business Operations

Head of service - Simon Pollock

We are the council’s integrated business support and transaction centre offering a range of services to employees, managers, vendors and Surrey residents.

Procurement and Commissioning

Head of service - Laura Forzani

We work alongside services providing commercial insight, expertise and advice, from a contract renegotiation, a tender process, or supporting a service redesign.

Property Services

Chief property officer - John Stebbings

We have responsibility for developing, building, running, and maintaining an extensive and diverse portfolio of investment, operational and non-operational property including office buildings, fire stations, land and schools, making sure our assets are working hard for us and providing fit-for-purpose premises for staff and customers.

Customer Services

Strategic lead - Rachel Crossley, Group Manager - Sue Grizzelle

Our purpose is to deliver services to our customers: the people and businesses of Surrey and our goal is to improve customer satisfaction. We provide four services: the Contact Centre, Web and Digital Services, Blue Badge Scheme and Customer Relations.

Communications team

Head of service - Louise Footner

We provide regular information about the council and its services to staff, members and Surrey residents using a wide range of tools and channels.
