How Surrey's climate is changing accessibility statement

This accessibility statement applies to How Surrey's climate is changing storymap on https://storymaps.arcgis.com/.

This website is run by Surrey County Council. We are committed to providing an accessible website that is easy to use by anyone, whatever their age, background, access device or level of ability/disability.

Our aim is that you should be able to:

  • Change colours, contrast levels and fonts.
  • Zoom in up to 400% without the text spilling off the screen.
  • Navigate the website using just a keyboard.
  • Navigate the website using speech recognition software.
  • Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver).

We aim to meet the AA level of the Web Content Accessibility Guidelines (WCAG). This is the international standard for accessible websites and content. AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

This website is partially accessible. Some users may experience difficulties because:

  • some images and infographics lack meaningful alt text or text descriptions
  • content viewed at 200% to 400% zoom can be truncated, overlap or needs to scroll horizontally
  • information shown in maps does not have an accessible alternative
  • some links and buttons do not describe their purpose clearly enough for assistive technology users
  • some focus indicators are missing, making keyboard navigation harder to follow
  • some elements of the map widgets do not announce changes in content to screen readers

Details of these issues are set out below.

Technical information about this website’s accessibility

Surrey County Council is committed to making its online services accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

The site does not provide more than one way to locate content. This fails WCAG 2.2 success criterion 2.4.5 (multiple ways). This is partially mitigated by the site only containing 8 pages.

The page title does not update as users move through the different sections of the storymap. This fails WCAG 2.2 success criterion 2.4.2 (page titled). This is partially mitigated by the title being highlighted in the navigation menu and displayed as the main heading on the page.

Note that for keyboard navigation, the navigation menu can be focused using the tab key. Items in the navigation menu can be accessed by arrow keys once the navigation menu has focus.

There is a non-interactive element in the tab order between the navigation menu and the page content that receives keyboard focus without showing a visible focus indicator. This fails WCAG 2.2 success criterion 2.4.7 (focus visible).

Some button text becomes truncated or hidden when text is resized to 200% or more, and the share button is not visible at higher zoom levels. This fails WCAG 2.2 success criterion 1.4.4 (resize text).

On pages with embedded maps, buttons that open maps in a new tab use the same wording, making it difficult to distinguish between them. This fails WCAG 2.2 success criterion 2.4.4 (link purpose (in context)).

At 400% zoom, some controls and content require horizontal scrolling or overlap with other content. This fails WCAG 2.2 success criterion 1.4.10 (reflow).

Some links do not describe their purpose clearly enough. These are superscript numbers within the ‘Surrey’s climate’ section linking to footnotes. This fails WCAG 2.2 success criterion 2.4.4 (link purpose (in context)).

Some expandable media buttons are announced identically by screen readers, so users may not know which item each button controls. This fails WCAG 2.2 success criterion 2.4.4 (link purpose (in context)).

Some images, including some containing text, do not have appropriate alternative descriptions. This fails WCAG 2.2 success criteria 1.1.1 (non-text content) and 1.4.5 (images of text).

Some elements of the map widgets such as the slide and expand media buttons do not announce the change in content when activated. This fails WCAG 2.2 success criterion 4.1.2 (name, role, value).

What we are doing to improve accessibility

We have discussed the issues listed above with our supplier. Although they have been able to address some other accessibility issues, those listed above cannot be addressed in the current version of the software.

We are currently investigating options for producing our information in more accessible formats. In the meantime, if you need information from the storymap in an alternative format please contact us as described in the ‘feedback and contact information’ section above.
