Surrey County Council is committed to making its online services accessible in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with WCAG 2.2 AA, due to the non‑compliances listed below.

Non‑accessible content

The content listed below is non‑accessible for the following reasons.

Non‑compliance with the accessibility regulations

Keyboard navigation and focus

  • In some circumstances, focus can move to hidden elements or become trapped, failing WCAG 2.2 success criterion 2.4.3 – “Focus Order” and 2.1.2 – “No Keyboard Trap”. Our supplier has implemented fixes for some instances of this issue, currently being tested, and is working on addressing the remainder.
  • There is no mechanism to skip repeated navigation content, failing WCAG 2.2 success criterion 2.4.1 – “Bypass Blocks”. Our supplier is working on addressing this.

Screen reader compatibility

  • Changes to page content, such as opening overlays or navigating between sections, are not consistently announced to screen reader users, failing WCAG 2.2 success criterion 4.1.2 – “Name, Role, Value”. Our supplier has implemented a fix for this which is currently being tested.

Language and page metadata

  • Content presented in other languages is not always marked up with the correct language attributes, failing WCAG 2.2 success criterion 3.1.2 – “Language of Parts”. Our supplier is working on addressing this.

Zoom, reflow and text spacing

  • At 400% zoom, some content and controls are no longer visible or usable without horizontal scrolling, failing WCAG 2.2 success criterion 1.4.10 – “Reflow”. Our supplier is working on addressing this.
  • User adjustments to browser text spacing settings are not applied, failing WCAG 2.2 success criterion 1.4.12 – “Text Spacing”. Our supplier is working on addressing this.

Images, media and forms

  • Captions on pre‑recorded video contain errors and inaccuracies, failing WCAG 2.2 success criterion 1.2.2 – “Captions (Pre‑recorded)”. Our supplier has implemented a fix for this which is currently being tested.

Disproportionate burden

We are not claiming disproportionate burden for any issues.

What we’re doing to improve accessibility

We are working with our supplier to fix the issues identified above. Accessibility is an ongoing priority for our supplier and it has a continuous improvement process in place.
