Better off Calculator

This accessibility statement applies to the Surrey County Council branded Better Off Calculator service.

This website is run by Policy in Practice on behalf of Surrey County Council. We are committed to providing an accessible website that is easy to use by anyone, whatever their age, background, access device or level of ability/disability.

Our aim is that you should be able to:

  • Change colours, contrast levels and fonts.
  • Zoom in up to 400% without the text spilling off the screen.
  • Navigate the website using just a keyboard.

This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard, due to the non‑compliances listed below.

Non‑accessible content

The content listed below is non‑accessible for the following reasons.

Keyboard access and focus management

  • Some interactive elements cannot be accessed or operated using the keyboard alone. This fails WCAG 2.2 criterion 2.1.1 (Keyboard).
  • Focus does not always move in a logical order. This fails WCAG 2.2 criterion 2.4.3 (Focus Order).
  • Some overlays do not automatically receive focus, making them difficult to use for keyboard‑only users. This fails WCAG 2.2 criterion 2.1.2 (No Keyboard Trap).

Text resizing and reflow

  • When text is resized to 200% or 400%, some content becomes truncated or inaccessible. This fails WCAG 2.2 criterion 1.4.4 (Resize Text).
  • Navigation menus cannot always be scrolled at high zoom levels, meaning some items are only reachable by keyboard. This fails WCAG 2.2 criterion 1.4.10 (Reflow).

Forms and error handling

  • Some form fields have missing, duplicated or broken labels and ARIA references. This fails WCAG 2.2 criterion 1.3.1 (Info and Relationships).
  • In some places, validation errors are shown visually but are not announced to screen reader users. This fails WCAG 2.2 criterion 3.3.1 (Error Identification).

Status messages and dynamic content

Some changes in content, such as the display of calculation results, are not announced to screen reader users. This fails WCAG 2.2 criterion 4.1.3 (Status Messages).

Charts and visual data

Some charts are not fully accessible to screen reader users and do not have an equivalent text alternative providing the same information. This fails WCAG 2.2 criterion 1.1.1 (Non text content).

Colour contrast

A small number of text elements do not meet minimum colour contrast requirements. This fails WCAG 2.2 criterion 1.4.3 (Contrast (Minimum)).

Downloadable PDFs

Some downloadable PDF documents have accessibility issues, including missing or incorrect tagging, which may make them difficult to use with assistive technologies. This fails WCAG 2.2 criterion 4.1.2 (Name, Role, Value).

What we are doing to improve accessibility

We are reviewing the issues identified above and are working with our supplier. They expect to begin applying fixes for issues from March 2026 with the work completing by late summer 2026.
