What safeguarding measures can a parent/carer expect from schools and colleges?
Recruitment and selection processes for all school staff, governors and volunteers should be fully compliant with Keeping Children Safe in Education 2020 updated January 2021. A safeguarding statement should be placed in all adverts. References for shortlisted candidates should be collected prior to interview and used as part of the recruitment process. Prior to appointment recruitment files should be checked and signed off by a member of the Senior Leadership Team to ensure all necessary checks have been completed. All interview panels who select staff working in schools should include at least one person who has successfully completed Safer Recruitment Training. The training can be accessed for free through Surrey Skills Academy. Settings should also follow the guidance from Surrey Safeguarding Children's Partnership (SSCP) on the recruitment of staff.
Surrey's anti-bullying strategy and guidance
Surrey County Council believes that all bullying behaviour is unacceptable, whether at home, school, college or work. All children, young people and staff are entitled to a safe, caring and friendly environment. Providing a safe and happy place to learn for children and young people is essential for: achieving school improvement; raising achievement and attendance; promoting equality and diversity; developing resilience; ensuring the safety and well-being of the pupils and the school community. Similarly, children receiving care away from their home for day or residential purposes, need to feel safe and secure from bullying. Surrey County Council will support schools and establishments to take a preventative approach to bullying, and to have policies and procedures in place to respond, where it does occur, promptly and firmly.
Designated Safeguarding Lead
Every school or college must have a Designated Safeguarding Lead (DSL) who is a member of the senior leadership team and appointed by the governing body. The DSL is at the forefront of shaping a culture of safeguarding and is the champion of safeguarding throughout the school or college. Both Working Together to Safeguard Children (2019) and Keeping Children Safe in Education 2020 updated January 2021 require that all schools have a DSL in place to provide support to staff members to carry out their safeguarding duties and who will liaise closely with other services/agencies such as children's social care.
Schools and colleges must promote a safe environment for their pupils, in order to do so they are required to have statutory policies in place which are regularly reviewed. Statutory policies for school's guidance 2017 provides advice on the policies and documents that governing bodies and proprietors of schools must have by law. In addition schools and colleges must publish certain policies and information online.
