Overview
To offer Early Learning for 2 year olds (previously known as Funded Early Education for two year olds or FEET), funded early education for 3 and 4 year olds, or Working Parent Entitlement in Surrey, you must:
- be registered with Ofsted
- register with Surrey County Council’s Funded Early Education Team
- join the Directory of Providers
Before you apply, read the Early Years Provider Agreement to understand the terms and conditions you must meet.
What the Directory of Providers is
The Directory of Providers is Surrey County Council’s record of all settings that are approved to offer funded early education. It is not published but is required by government.
Register to offer funded early education
To register for the first time, complete the online form: Funded Early Education – Enquiry.
The form includes:
- registration for all funded entitlements
- Bankers' Automated Clearing System (BACS) details
- an Establishment Portal access request
- a copy of your Ofsted registration certificate
- a copy of your Quality Assurance report (for agency childminders)
You must also:
- print and personalise the Privacy Notice for parents to show how you share their information
- read the Provider Partnership Policy
You do not need to send these documents to the council.
When your registration is complete, we will:
- email you your Department for Education Unique Reference Number (URN)
- give you instructions to log into the Establishment Portal
If you want to add an additional funded entitlement later, complete a new enquiry form.
You must agree to the Provider Agreement in the portal at the start of each funded period before you submit a headcount claim.
Create an Establishment Portal account
To submit funding claims, you need an Establishment Portal account.
Complete the Funded Early Education – Enquiry form to request access.
Add or remove Establishment Portal users
To add or remove users from your Portal account, complete the Funded Early Education – Enquiry form.
Reregister with Surrey County Council
You must reregister with us if you reregister with Ofsted.
This may happen because of:
- a change of business status
- a change of operating address
- a change of business name
Ofsted will issue a new URN and Surrey County Council will issue a new DfE URN.
To reregister, complete the Funded Early Education – Enquiry form.
If your banking details have changed, also complete a BACS form.
Buying a setting that already offers funded early education
If you are taking over a setting that already offers funded early education, you must complete a new Funded Early Education – Enquiry form.
This will be treated as a new registration because the ownership has changed.
