Surrey County Council is responsible for non-illuminated signs and bollards on county-maintained roads throughout Surrey. This includes regulatory signs (speed limit), warning signs (bend warning), direction signs and information signs.
Surrey County Council does not maintain non-illuminated signs and bollards on private roads or on the Highways Agency network such as the M25, M3, M23, A3 or the A30 in Staines.
Requesting or enquiring about new non-illuminated signs and bollards
Requests for new non-illuminated signs or bollards and replacement non-illuminated signs or bollards are considered on a case by case basis and the council aligns these requests with government guidance on decluttering the highway.

Maintenance of existing non-illuminated signs and bollards
Requests for replacement of damaged or missing non-illuminated signs or bollards are assessed by our Highways service. Safety critical and regulatory non-illuminated signs or bollards such as speed limit or warning signs take priority.
This means that a missing non-illuminated sign or bollard may not be replaced, if reported to us as: damaged, missing or obscured.
Replacement work is batched quarterly to enable efficiency and cost effective delivery so replacement may take up to six months.
Street name plates are classed as non-illuminated signs. However these are the responsibility of the relevant borough or district council.
