Surrey's highway network is extremely busy. Congestion occurs during the peak periods and rapidly arises when either incidents occur or traffic flow is disrupted. At the same time, travel demand is increasing as a result of additional development, both within and outside the county's boundaries.
The aim of the strategy is to improve the reliability of journeys, reduce delays at congestion hotspots and improve the provision of journey planning information for travel in Surrey. The strategy describes the statutory framework of the Traffic Management Act (2004) and the Civil Contingencies Act (2004), the nature of the problem, and the county council's preferred strategy approach.
The congestion strategy has been updated to take account of the congestion programme.
