Background

- Reduce congestion and traffic speeds in the village
- Improve road safety at key locations throughout the village
- Support walking along the High Street
- Improve the public realm along the High Street
- Support the economic vibrancy of the High Street
- Celebrate, and protect where possible, the history of the village
- Improve the environmental sustainability of the village
Latest updates
Since the Ewell Village improvements project was originally scoped and planned, costs have increased significantly across the construction industry, resulting in a funding shortfall. We are pleased to confirm that Epsom and Ewell Borough Council has agreed to provide additional Community Infrastructure Levy to support the Ewell Village improvements project and allow it to continue.
The work was planned to start in Spring 2026, however, there are also planned gas works required nearby, which are expected to take up to a year to complete. Our review has shown that delivering the Ewell Village improvements at the same time as the gas works would lead to significant congestion across the wider road network in Epsom and Ewell.
To minimise disruption for residents, businesses and road users, we have agreed that the gas works should be completed first. It is anticipated that the construction of High Street works will commence in spring 2027.
We understand that this delay will be disappointing, particularly for those who have actively contributed to shaping the project, and we want to thank everyone for their continued patience and support. We will continue to keep residents and businesses informed with further updates as the project progresses.
Detail of improvements
The improvements in Ewell Village will include:
- A 20mph speed limit in the village, bounded by the A24 Ewell by-pass and the Ewell West railway line
- Five new zebra crossings along the High Street
- Widened and repaved footways, and resurfaced High Street
- Removal of six parallel parking bays on High Street
- Change of priority at Cheam Road/High Street
- Improvements to the junction of Epsom Road/Reigate Road including tightening of junction radius and widened and repaved footways
Costs and Funding
The project is expected to cost around £3.25 million, and the funding will be provided by Surrey County Council and Epsom & Ewell Borough Council.
Community Engagement
The project team has been worked alongside a Stakeholder Working Group and sought feedback and local advice from them. The group consists of local residents, local councillors and community representatives.
Wider public engagement was carried out in 2023 and 2024. Both engagement periods lasted several weeks and included both in-person and virtual sessions. This has allowed as many people as possible to view the proposals and provide feedback. The project team also met separately with businesses to discuss the proposals and listen to their views.
Overall, across both engagement periods, the project team received approximately 2,500 responses from people. These views were taken into account prior to the final designs being developed and finalised.
A statutory (traffic regulation orders) consultation for the project was successfully completed in February 2026.
In addition, divisional and local members have been continually kept up to date throughout.
