The Epsom Banstead Sustainable Transport Package (STP)
The Epsom Banstead STP is a set of proposals that will make it easier and safer to walk and cycle between Epsom, Banstead, Nork, Burgh Heath and the Preston estate. These proposals will also make it easier to travel between these places by bus and will include improvements to Banstead railway station.
By encouraging more people to travel sustainably – by bus, by bike or on foot – there will be less congestion, less pollution and more people will lead healthier lives.
The measures that form the overall package include:
- Shared use routes for pedestrians and cyclists that are wide, well surfaced and well lit;
- Safe road crossing facilities for pedestrians and cyclists;
- Cycle routes that are continuous and separated from busy traffic;
- Changes that will make bus services more reliable;
- 'Real time' information in bus shelters to show when the next bus is due;
- Extending the frequency and the hours of some bus services so they run later into the evening and at weekends;
- Better facilities at Banstead rail station.
Business Case submission
On 8 September 2017 we submitted a Business Case to the Coast to Capital Local Enterprise Partnership (C2C LEP) bidding for Local Growth Deal Funding to fund the majority of this project in partnership with Reigate and Banstead Borough Council, Epsom and Ewell Borough Council, Southern railway, Metrobus and Transport for London. A funding decision was taken by the C2C LEP at the end of 2017. Unfortunately the bid for funding was not successful at the current time. Following feedback from the C2C LEP, we plan to address areas in the Business Case to ensure the project remains aligned with the current LEP strategic priorities and objectives. Should additional Growth Deal funding become available, we have been recommended to re-submit a bid for funding.

A217 Brighton Road Crossing
In the absence of funding from the C2C being granted to date, we have been able to take forward the high priority A217 Brighton Road/Horseshoe crossing scheme for construction. Works started in October 2017 and have progressed well. Secured developer funding is being used to pay for the construction of the crossing. If future funding is secured for the full STP project, the proposed cycle/pedestrian scheme linkages beyond the crossing itself will be taken forward through the delivery of the full programme of area wide sustainable transport improvements.
Between 27 June 2016 and 14 August 2016 we asked for your views on the proposed improvements.
Details of the proposals were displayed online during this period and were also on display at a series of staffed public exhibitions held on 14 and 16 July in Epsom, and on 4 and 6 August in Banstead.
We analysed all of the responses and below is a report which describes the consultation process and provides the analysis of feedback received. Feedback from the consultation was taken into account when preparing the Business Case and the Consultation Report was included in the Annexes of the Business Case submitted.
