Guildford parking review 2026

Page contents

There are a number of stages involved in the review, as shown in the list above, and we are currently in the advertising and objections stage.

Introduction

During the first quarter of 2026, we assessed on-street parking issues across the borough once again. These issues of concern were raised since the previous review took place and were reported mainly by:
*members of the public,
*the police,
*councillors
*and highway officers

Following initial assessments, we carried out site visits and then prepared a report of our findings with recommendations for which new parking restrictions should be introduced.

Authorisation

We shared the report with local county councillors and the locations for new parking restrictions have been agreed and proposals drawn up. These have been authorised for advertisement by the Parking and Traffic Enforcement Manager.

Advertising and objections

We are now advertising the proposed changes within the parish areas and the Guildford town centre controlled parking zone.  As well as publishing a notice in the Surrey Advertiser on 31 July, we display street notices at the relevant locations and send letters to the addresses immediately in front of which changes are proposed.

In the documents below, The Guildford Parking Review 2026 Statement of Reasons - Parish and controlled parking zones (PDF) explains all the proposed changes and why they are being introduced. It also shows which drawings relate to each change. The proposals are organised by electoral division and then by town, with drawings grouped for each councillor’s area.

The consultation period runs from now until Friday 4 September. (This is a bit longer than usual to account for the school holidays as we appreciate that many people go on holiday during this time.) This is the opportunity for you to let us have any comments or objections about the proposed changes. These must be in writing so please either use the online feedback form, or send a letter to Parking Team (Guildford parking review 2026), Hazel House, Merrow Lane, Guildford, Surrey GU4 7BQ. Please make sure we receive any comments before the end of the consultation period.

The proposals for the town area will be advertised shortly in a separate consultation. Details for this will be updated here as soon as a date is confirmed.

Approval

After the end of the consultation period, we will review all the feedback and summarise it in a report for the Parking and Traffic Enforcement Manager and county councillors, who will decide which changes go ahead. Some proposals may be adjusted slightly or removed entirely (no significant new restrictions can be added). Once decisions are finalised, we will produce a final report.

We will publish the decisions report on this page. We will contact everybody who participated during the advertising stage of the process, letting them know the outcomes.

Implementation

We will then arrange the lining and signage work needed to implement the agreed changes, instruct our contractors, and finalise the traffic regulation order (TRO) updates. Once the lining and signing has been completed, all the agreed changes to parking restrictions will become enforceable by patrolling civil enforcement officers.
