In Surrey, on street parking enforcement is carried out by the borough and district councils, on behalf of Surrey County Council, and they may issue parking fines known as penalty charge notices (PCNs).
PCNs can be issued for things such as illegal on-street parking, blocking access, and double parking.
The borough and district councils also carry out parking enforcement in their car parks.

In Tandridge, Reigate and Banstead Borough Council carry out enforcement on behalf of the county council and the district council.
In Waverley, Guildford Borough Council carry out on street enforcement but Waverley Borough Council are responsible for enforcement in their car parks.
