Waverley 2017 parking review

There are a number of stages involved in the review, these are shown below. Due to the number of stages in the review and the large geographical size of Waverley, we are not expecting to have completed the whole review process before the autumn of 2018.

Introduction

During May, June and July 2017 we looked at on street parking concerns across the borough. These were brought to our attention largely by members of the public, the police, councillors and highway officers, since the previous review took place. We carried out site visits and assessed and prioritised all the requests for new or amended parking controls.

Committee authorisation

Following our visits and assessments, we presented the report of our recommendations to the Waverley Local Committee at its meeting on 22 September in Cranleigh. It is item 13 on the agenda. The committee approved the recommendations for advertisement.

Advertisement and objections

The parking proposals were formally advertised by public notice for 28 days from Friday 12 January 2018. This included the publishing of a formal notice in the Surrey Advertiser; street notices being erected on site at each location; plus drawings and a statement of reasons being available to view at each library across the borough, and also at Waverley Borough Council offices. Those properties immediately fronting locations where changes are proposed were notified individually by letter.

Plans showing the proposed parking restrictions are available to download and view at the bottom of this page. The consultation finished on 9 February 2018 however. Thank you to everybody who participated.

Approval

The Parking Team manager, in consultation with the chairman/ vice chairman of the local committee, and the county councillor of the area concerned have considered the feedback, both positive and negative, that we received and made final decisions about which proposals will be implemented. The report summarising the objections, support and comments received, detailing the final decisions and the reasons for them, is available to download and view at the bottom of this page. Everybody who responded to us on a particular proposal will be written to, notifying them of the decision made prior to the implementation stage.

Please note that the objections report has been updated with an amended decision for Crossways, Churt. We have reconsidered the objections following discussion with the parish council, and it has been decided to proceed with the advertised restriction 'Monday to Saturday 8.30am to 6.30pm 1 hour no return within 1 hour'. This restriction is understood to be strongly supported amongst the wider community and believed to be the best time period to be introduced in Crossways.

Implementation

We are in the process of installing all of the agreed restrictions. Lining work is almost complete and signing installations are taking place.
