Mole Valley parking review 2018

There are a number of stages involved in the review, these are shown below.

During June and July 2018, we looked at parking issues across the district. These issues had been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We visited, assessed, and prioritised the requests for new or amended parking controls, and then wrote a report of our findings and recommendations.

Committee authorisation

We took a report of our findings to the Mole Valley local committee (Item 31/18), which was held on 05 September 2018 at the Mole Valley District Council offices in Dorking. These were agreed with some minor amendments.

Advertisement and objections

The parking proposals will be formally advertised by way of public notice for 5 weeks from Thursday 20 December 2018 to Thursday 24 January 2019. This includes placing a press notice in the Surrey Advertiser on 20 December. Street notices have been on site at each location, plus drawings made available to view at libraries across the district, Mole Valley District Council offices in Dorking, and at the bottom of this page.

In addition to this, we have sent postcards to properties fronting the proposed changes and letters with frequently asked questions and plans to all residents within the proposed resident permit schemes.

If you are interested in viewing the proposals, these can be found below. To find the location you are interested in, please first open the 'Reason for proposals' document, and search for the road in question (you can press 'Ctrl' and 'F' to bring up a search box). Then check the drawing number, and then open the relevant drawing pack and scroll through until you find the drawing you need. The drawings are arranged in numerical order within each pack.

If you would like to support, comment upon or object to any of the proposed changes, you can either:

  • Fill in our online feedback form, or,
  • Write, quoting 'Mole Valley parking review 2018' to: Parking Team, Hazel House, Merrow Depot, Merrow Lane, Guildford, GU4 7BQ

Please make sure we have received your feedback by 24 January 2019.


All of the feedback received during the advertising stage will then be read by the parking team manager, in consultation with the chairman/ vice chairman of the local committee and the county councillors of the relevant division. All responses will be given due consideration, before final decisions are made about which proposals should go ahead, and whether any should be changed or withdrawn completely. Please note that we cannot make additions to the proposals or make them more restrictive once they are advertised.

Once final decisions have been made, they will be available to read at the bottom of this page in a document called the 'consideration of objections' report. Anyone who raises a comment, objection or support for a proposal will receive a letter or email to advise them of the outcome.

There is no 'appeal' stage. If you do not like a decision that has been reached by members and officers who consider the objections then you will need to submit a new request for the location to be assessed again in the next Mole Valley parking review.


Once final approval has been given, we once again visit all the locations where new restrictions are due to be implemented. Each location is marked up; final drawings are prepared and issued to the lining contractor, for them to install.

At the same time, we put together the accompanying sign order. As signs are manufactured to our requirements there can be a time delay between the lines appearing on the road and the new signs being installed.

We also make the required changes to the legal traffic regulation orders. The new controls and restrictions then come into effect and will be enforceable.
