Mole Valley parking review 2021-2022

The current stage is: Advertising and objections

Introduction

During March and April 2021, we looked at some parking issues across the district. These issues had been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We have visited, assessed, and prioritised the requests for new or amended parking controls, and have written a report of our findings and recommendations which were presented to committee.

Committee Authorisation

We presented a report of our findings to the Mole Valley Local Committee which was held on 29 September 2021. You are able to read the report in full on the Mole Valley Local Committee webpage.

Advertising and objections

We are formally advertising the parking proposals, that were approved by the Mole Valley Local Committee, starting 11 November 2021. The drawings and statement of reasons can be found at the bottom of this page and are presented in PDF format.

Included in the review are proposals to introduce / amend resident permit schemes. Please see the drawings below and the frequently asked questions for further details (please note you will have to scroll down the page to view these).

Formal advertising will last for 4 weeks. A legal notice will be published in the local newspaper. We will also put up notices in the streets where changes are proposed for people to see. All properties adjacent to the road where changes are proposed will be notified individually by letter or flyer.

The 4 weeks of formal advertising will allow residents and interested groups, to give their own opinion on what the council is proposing to do. Opinions have to be submitted in writing by Thursday 09 December 2021 to Mole Valley parking review 2021-2022, Parking Team, Surrey County Council, Hazel House, Merrow Lane, Guildford, GU4 7BQ or you can use the online form (opens in Surrey Says).

Please note that we will not be looking at these responses in detail until after the deadline for making comments has passed, so please do not include questions or queries in your response.

Approval

All of the feedback that we receive during the advertising stage will be read by the parking team manager in consultation with the chairman / vice chairman of the local committee and the county councillor of the area concerned. All responses will be given due consideration and the final decisions will be made about which proposals should go ahead and whether any should be changed or withdrawn.

A decisions report will be created and some drawings may be amended to reflect the feedback we receive.

There is no 'appeal' stage. If you do not like any decision that has been reached by members and officers who consider the objections then you will need to submit a new request for the location to be assessed again in the next Mole Valley parking review.

Implementation

Once approval has been given, we will revisit all of the locations where new restrictions are due to be implemented. Each location will be marked up; final drawings will be prepared and will be issued to the lining contractor for them to install the road markings. At the same time we will place the accompanying signing order. As signs are manufactured to our requirements, there can be a time delay between the lines appearing on the road and new signs being installed.

We also make the required changes to the legal traffic regulation orders. The new controls and restrictions then come into effect and will be enforceable.
