Mole Valley parking review 2021-2022

There are a number of stages involved in the review, these are shown below.

The current stage is: Implementation


During March and April 2021, we looked at some parking issues across the district. These issues had been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We have visited, assessed, and prioritised the requests for new or amended parking controls, and have written a report of our findings and recommendations which were presented to committee.

Committee Authorisation

We presented a report of our findings to the Mole Valley Local Committee which was held on 29 September 2021. You are able to read the report in full on the Mole Valley Local Committee webpage.

Advertising and objections

We formally advertised the parking proposals, that were approved by the Mole Valley Local Committee, from 11 November 2021. The drawings and statement of reasons can be found at the bottom of this page and are presented in PDF format.

Included in the review are proposals to introduce / amend resident permit schemes. Please see the drawings below and the frequently asked questions for further details (please note you will have to scroll down the page to view these).

Formal advertising lasted for 4 weeks. A legal notice was published in the local newspaper. We also put up notices in the streets where changes were proposed for people to see. All properties adjacent to the road where changes were proposed were notified individually by letter or flyer.

The 4 weeks of formal advertising allowed residents and interested groups, to give their own opinion on what the council has proposed to do. Opinions had to be submitted in writing by Thursday 09 December 2021. The online form is now closed.


All of the feedback that we received during the advertising stage has been read by the parking team manager in consultation with the chairman / vice chairman of the local committee and the county councillor of the area concerned. All responses have been given due consideration and the final decisions have been made about which proposals should go ahead and whether any should be changed or withdrawn.

The proposals that have been withdrawn are, Chaffers Mead junction with Mead End, Ashtead. Parts of Chapel Lane, Westhumble. Vincent Road, Knoll Road, Tollgate Road, Holmesdale Road (excluding EV bays), Holmbury Drive, Shellwood Drive, Abinger Close and Spook Hill, Dorking. Old Horsham Road, Beare Green. Pixham Lane, Cobham Road and Harrow Road East, electric vehicle charging bays.

There is no 'appeal' stage. If you do not like any decision that has been reached by members and officers who consider the objections then you will need to submit a new request for the location to be assessed again in the next Mole Valley parking review.


Now that approval has been given, we have revisited all of the locations where new restrictions are due to be implemented. Each location has been marked up; final drawings have been prepared and have been issued to the lining contractor for them to install the road markings. At the same time, we placed the accompanying signing order.

Some sites still need to be completed, but the majority of restrictions are in place.

We have also made the required changes to the legal traffic regulation orders. The new controls and restrictions are now enforceable.
