Epsom and Ewell 2018 parking review

There are a number of stages involved in the review, these are shown below.

In March and April 2018 we carried out our site assessments for the parking control requests that we have received since the last review. These issues have been brought to our attention largely by members of the public, the police, councillors and highway officers. We prioritised the requests for new or amended parking controls, and then created a report of our findings and recommendations.

Committee authorisation

We took a report of our findings to the Epsom and Ewell local committee (Item 10), which was held on 25 June 2018 at Ewell Court House, Lakehurst Road, Ewell KT19 0EB. These were agreed with some minor amendments.

Advertisement and objections

The parking proposals were formally advertised by way of public notice for 4 weeks from Thursday 12 July to Thursday 9 August 2018. This included placing a formal legal notice in the Sutton and Epsom Guardian on 12 July, (a copy of which can be seen below). Street notices were erected on site at each location, plus drawings were made available to view at libraries across the borough, Epsom Town Hall, as well as on this page.

In addition to this, we sent postcards to properties fronting the proposed changes and letters with FAQs (PDF) and plans to all residents within the proposed resident permit schemes.

All comments had to be with us by 9 August 2018.

The proposals that were advertised can be found below. To find the location you are interested in, please first open the statement of reasons table, and search for the road in question (you can press 'Ctrl' and 'F' to bring up a search box). Then check the location number and drawing number. Then open the correct drawing pack and scroll through until you find the drawing you need. The drawings are arranged in numerical order within each pack. Please note that the amended plans following advertising, can be found under the 'Approval' heading.

All of the feedback received during the advertising stage was read by the parking team manager, in consultation with the chairman / vice chairman of the local committee and the county councillor of the area concerned. All responses were given due consideration, and a final decision has been made about which proposals should go ahead, and whether any should be changed or withdrawn. The proposals on drawing numbers 47, 61 and 64 have been withdrawn.

Approval has been given, we have revisited all of the locations where new restrictions are due to be implemented. Each location has been marked up; final drawings have been prepared and will be issued to the lining contractor, for them to install. At the same time we will place the accompanying signing order. As signs are manufactured to our requirements there can be a time delay between the lines appearing on the road and the new signs being installed.
