Walton on Thames and Hersham parking review

This review was completed in Autumn 2019.

There were a number of stages involved in the review, as shown below.


In line with the new parking strategy for Elmbridge, as part of this review we have worked closely with the local community to help develop our proposals.

In December 2016 and January 2017 we carried out an initial broad brush consultation which was sent to various stakeholders we had identified in the Walton and Hersham area, as well as being made available and promoted more generally. Thank you to everyone who took the time to respond to the consultation.

We looked through the responses received and discussed these with relevant borough and county councillors. We also held discussions with the Elmbridge Parking Task group. The survey feedback and these discussions help to inform our parking priorities for this area. As well as considering the results of the survey, we also had a list of hundreds of requests the we had received directly from members of the public since the previous review in this area was undertaken, and a number of 'parking scheme request forms' (petitions).

We then carried out site visits to assess and prioritise the requests and draw up schemes where appropriate. These schemes were discussed again with relevant borough and county councillors before being finalised, and prepared for presentation to the local committee.

Committee authorisation

Our report of recommendations was approved under item 10 of the local committee meeting of 14 September 2017.

Informal consultation

We carried out some informal consultations at a number of locations under consideration as part of the parking review. The consultations closed on 6 November. Following analysis of the feedback received, we have decided to progress a number of schemes to the formal advertisement stage, these are in:

  • Rembrandt Way, Walton
  • Felcott Road / Close, Hersham
  • Faulkners Road, Hersham
  • Anderson Road / Vale Close / Cross Road, Weybridge

We have decided not to go ahead with a permit parking scheme for the following roads:

  • Winchester Road / Highfield Road / Churchfield Road / Esher Avenue area, including Fir Close and Royston Close, Walton
  • Belgrave Close, Hersham

Update - 16 May 2018: following further requests and discussions with residents of Winchester Road, we have decided to take forward a permit scheme covering the majority of the section between Colby Road and Highfield Road.

Advertisement and objections

On 8 June 2018 by way of a press notice placed in the Surrey Advertiser, we advertised our intention to introduce our proposals for the Walton and Hersham parking review. To further raise awareness of the proposals we erected street notices at all affected locations and wrote to all addresses adjacent to the proposed changes.

The deadline for feedback was 6 July 2018, so you can no longer raise any comments or objections about these proposals, but the information is still available to view below. To find out what was proposed, please first open the 'Description and explanation of proposals' (PDF) document, which is written in two parts:

  • Part 1 - this explains the general changes we're planning to the Walton controlled parking zone (CPZ), including changing the hours of operation and the types of parking bays. There are no drawings to accompany these proposals, only the written description, although we have created a drawing to show the roads currently included in the Walton CPZ (PDF) for reference.
  • Part 2 - this explains specific changes we're making within the Walton controlled parking zone, such as putting in new bays or yellow lines. It also contains the other proposals we are putting forward in the rest of Walton, Hersham and parts of Weybridge. Each proposal in this part has an accompanying drawing.

The parking team manager, in consultation with the chairman/vice chairman of the local committee and the county councillor of the area concerned, have considered any comments and objections, and now made the final decisions about what to proceed with. This is detailed in the PDF documents below:

Now that the final decisions have been made, we will contact anyone who raised a comment or objection via letter or email to advise of the outcome. There is no 'appeal' stage.


The revised traffic regulation orders came into operation on 11 March 2019. All of the required signs were installed by 5 March, and although the majority of the lining was completed around the same time, some 'snagging' work was not completed until the Autumn of 2019.
