Changes to parking in Surrey from 1 April 2023

What is changing and how it will affect you

From 1 April 2023, we are taking over responsibility for the management of on-street parking and the enforcement of parking regulations in Surrey. Previously, this has been carried out by the borough and district councils on our behalf, but from that date we will carry out these services ourselves, working in collaboration with our new contractor NSL (part of Marston (Holdings) Ltd). Please see below for more information about how this change will affect you.

Please note that this page will be updated with more information and details, as they become available, in the lead up to 1 April.

Parking fines and enforcement

  • Up to 31 March 2023: please visit your borough or district council to pay or challenge a parking fine or report illegal parking.
  • From 1 April 2023: parking fines (known as penalty charge notices) will be issued by NSL, working on our behalf, and details on how to pay or challenge will be explained on the back of the notice.

Parking permits

Resident permits

The borough and district councils will continue to process new permit applications until 29 March 2023 (please see: Permit parking schemes). Until that date, they will also process applications for the renewal of permits that run out before on or before 30 March. If you have a permit that runs out on or after 31 March 2023, it will be renewed by NSL, working on our behalf. We will write to all existing resident permit holders in March with information about how to renew permits from 1 April 2023, so please do not contact the borough and district councils if your new permit will have a start date of 1 April or later as they will not be able to help you. Please note that any existing permits already issued will remain valid until their expiry date.

Resident visitor permits

The borough and district councils will continue to process applications for visitors' permits up to 29 March 2023 (please see: Permit parking schemes). From 1 April, NSL will process applications and issue them on our behalf and you will be able to find information about how to obtain them on our website from that date. Please note that all visitors' permits that have already been issued by the borough and district councils will still be able to be used after 1 April.

Operational and carers' permits

The borough and district councils will continue to process applications for operational and carers' permits up to 29 March 2023 (please see: Permit parking schemes). From 1 April, NSL will process applications and issue them on our behalf and you will be able to find information about how to obtain them on our website from that date. Please note that all operational and carer's permits that have already been issued by the borough and district councils will still be able to be used after 1 April until their expiry date.

Parking bay suspensions and parking waivers

The borough and district councils will continue to process applications for parking bay suspensions and parking waivers that start on or before 31 March 2023. Any suspensions or waivers that will start in April or later cannot be applied for online before 1 April. If you require a parking suspension between the 1 and 7 April, please contact highways@surreycc.gov.uk with the relevant information as soon as possible.
