Why we refuse applications

The reason we refuse Blue Badge applications is because the applicant is not eligible. The Department for Transport sets the eligibility guidelines for Blue Badges which are explained on these pages:

• People who automatically qualify for a Blue Badge (GOV.UK)
• People who may be eligible for a Blue Badge (GOV.UK)

As we are not responsible for making these guidelines, we are unable to change them to meet personal circumstances.

Who can appeal (request a review of the decision)

If we did not approve your application, we will send you a letter explaining why your application was refused. You can ask for a review within 6 months of your application, but only if any of the following apply:

• you have more evidence of your eligibility to submit to us
• your disability problems have become more serious since you applied, and you have medical evidence to support this
• you didn't include all of the relevant information in your original application.

If any of the above do apply, you can appeal by contacting us online or writing to: Blue Badge Management Team, First floor, Dakota, De Havilland Drive, Weybridge KT13 0YP. If you applied more than 6 months ago, you will need to send a new application.

Please do not ask for a review if you have no further information to add, as the decision will not change.

If you are not eligible for a Blue Badge

You may find Dial-A-Ride, Voluntary car schemes or Hospital Transport will help get you from door to door. Drop off points are often closer to your destination than parking spaces.

Getting closer to your destination

• Public transport may have stops closer to where you want to get to than parking spaces. If so, and you are 66 or over, consider applying for a free bus pass for older people. If you are under 66, you may be eligible for a free bus pass for disabled people.
• For help getting to doctor's appointments, try the Surrey Non-emergency patient transport service.
• If you are aged 50 or over, you may be able to get help from Age UK Surrey or Age UK Surrey Friends. They are located in boroughs and districts and may provide services for the area where you live.
• If you are under 50 and have a medical condition, contact a charity that supports people with that condition. They may have a local branch that could help you. Mobilise website has an online directory of health-condition charities.
• Check if you are eligible for any benefits by using an online benefits calculator (GOV.UK). If you are, the extra money could help pay for taxis or other passenger services.

If your mobility problems worsen

If your mobility problems become more serious, you can apply again six months or more after we refused your application. There is no limit to the number of times you can apply. However, you must include new evidence with your new application that proves you now meet the Department for Transport's eligibility guidelines.
