Changes to concessionary travel for disabled and disabled companion pass holders

What is changing?

On Monday 1 April 2019 disabled bus pass holders and disabled companion bus pass holders will no longer be able to travel for free before 9.30am and after 11pm on weekdays.

We have an easy read version of the guidance available to download below.

We have also produced a British Sign Language video: Changes to Bus Concessionary travel (BSL)

Why is this changing?

The county council's Cabinet made the decision to make the times for free travel the same for all pass holders. This brings the times people can travel for free in line with what is legally required under the English National Concessionary Travel Scheme.

Are there other changes that affect pass holders?

There are no other changes to the scheme.

Free weekday travel is available between 9.30am and 11pm for all pass holders and companion pass holders.

Travel is still free at any time at the weekend and on public holidays.

What happens to disabled/companion pass holders who need to travel before 9.30am?

From 1 April 2019, both the pass holder and companion would need to pay for travel before 9.30am. Check with your local bus operator to see if they are offering a reduced fare:

Between 9.30am and 11pm both the pass holder and companion are able to travel for free on weekdays.

Travel is still free any time at the weekend and on public holidays.

What do children do if they use their free bus pass to get to school or college before 9.30am?

If they are under 25 and are using a free bus pass to travel to school or college, they should contact Surrey's Special Educational Needs and Disability (SEND) Travel Assistance Team to find out whether they would be eligible for assistance with school or college transport costs.

For further information on transport assistance for SEND students you can visit the Home to school travel assistance for children with SEND or EHCP or email

I use my free bus pass to get to work, what do I do now?

From 1, April any pass holder wanting to travel on a weekday before 9.30am and after 11pm will need to pay.

Free travel is still available between 9.30am and 11pm, so you may need to pay for just for a single journey before 9.30am and use your free pass for a journey after 9.30am.
