This is a non-means tested scheme for people who pay council tax. To qualify, you or someone else living with you must be 'substantially and permanently disabled'. This can include an adult or a child, whether or not they are related to you. You have to satisfy at least one of the following conditions:
- You must have a second bathroom or kitchen needed by the disabled person; or
- You must have a room (other than a bathroom, kitchen or toilet) needed by and mainly used by the disabled person; or
- You must have enough space in the house for the disabled person to use a wheelchair indoors.
If you qualify under this scheme, then your council tax bill will be reduced to the Council Tax Band below your current one. For example, if your property is currently in band F, then it will be reduced to band E. If your property is already on the lowest band A, then your bill is reduced by one sixth.
If you are entitled to help under this scheme and could have qualified earlier then you should ask for it to be backdated. There is no restriction on how far your claim can be backdated.
