Before commencing preparation of the new-style Minerals and Waste Local Plan (MWLP), Surrey County Council had to give notice that it was withdrawing the previous version of the Minerals and Waste Local Plan. Below is the Notice of Withdrawal.

The Town and Country Planning (Local Planning) (England) Regulations 2012

Pursuant to Regulations 27 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012, Surrey County Council (SCC) as the Minerals and Waste Planning Authority for the county hereby gives notice to withdraw the Minerals and Waste Local Plan, preparation of which began in November 2021, and for which a Regulation 18 Issues and Options Consultation was undertaken.
All documents relevant to the preparation of the Minerals and Waste Local Plan have been removed from SCC’s website, relevant public libraries and council offices.
The resolution to withdraw the Minerals and Waste Local Plan is consistent with Section 22 of the Planning and Compulsory Purchase Act 2004, which provides for withdrawal of a development plan document by a local planning authority at any time up to its adoption.
On 6 August 2026, SCC also gave notice of its intention to commence preparation of a new-style Minerals and Waste Local Plan (MWLP) pursuant to Regulation 44 of The Town and County Planning (Local Planning) (England) Regulations 2026 (the 2026 regulations).
