Surrey County Council had to give notice of its intention to commence preparation of the new-style Minerals and Waste Local Plan before formally beginning the plan-making process. Below is the Notice of Intention to Commence.

The Town and Country Planning (Local Planning) (England) Regulations 2026

Pursuant to Regulation 44 of The Town and County Planning (Local Planning) (England) Regulations 2026 (the 2026 regulations), Surrey County Council, as the Minerals and Waste Planning Authority for the county of Surrey, hereby gives notice of its intention to commence preparation of the new-style Minerals and Waste Local Plan (MWLP).
The new-style MWLP will comprise a single development plan document and, following examination by the Secretary of State and adoption by East Surrey Council and West Surrey Council, replace the existing Minerals and Waste Development Framework for the county:
- Surrey Minerals Plan Core Strategy 2011
- Surrey Primary Aggregates Development Plan Document 2011
- Surrey Minerals Site Restoration Supplementary Planning Document 2011
- Surrey Aggregates Recycling Joint Development Plan Document 2013
- Surrey Waste Local Plan 2020
The new-style MWLP will set out the vision, strategic objectives, and spatial strategies for minerals and waste management development in the county and will include relevant decision-making policies and identify suitable sites to ensure a sufficient supply of minerals and capacity to manage waste arisings in Surrey between 2029 and 2044.
The timetable for preparation of the new-style MWLP can be found below. It identifies the plan-preparation period and key milestones and will be updated where necessary and appropriate to provide certainty, clarity and reflect changes arising from the plan-preparation process.
The 30-month plan-preparation period for the new-style MWLP, as required by the 2026 regulations, will commence on 19 March 2027 when SCC intends to publish its Gateway 1 Self-Assessment Summary.

The new style Minerals and Waste Local Plan will apply to the entire county of Surrey. The map below shows the plan area, and highlights the parts of Surrey that will fall under East Surrey Council and West Surrey Council.
