Following changes to the Government's local plan system in March 2026, work on the old-style Minerals and Waste Local Plan (MWLP) has stopped and a new-style Minerals and Waste Local Plan is being prepared.
Surrey County Council is starting this work, with responsibility transferring to East Surrey Council and West Surrey Council from 1 April 2027.
Surrey County Council is required to maintain an up-to-date timetable for the preparation of the new-style Minerals and Waste Local Plan.

Publication of the notices begins a 4-month notice period so that stakeholders are aware plan-making is beginning. Timetable must be kept up-to-date and set out anticipated and actual dates for key plan-making stages.

Consultation about the draft MWLP begins: Inviting stakeholder feedback about the draft MWLP and its supporting documents.

Gateway 3 testing: Testing if the draft MWLP has met the ‘prescribed requirements’ set out by the 2026 regulations and can proceed to examination in public.

MWLP submitted for examination: MWLP submitted to the Secretary of State for examination.
April to July 2029
Examination in public Examination of the MWLP against the tests of soundness set out in the National Planning Policy Framework.
21 September 2029
Adoption: Adoption of MWLP by East and West Surrey Councils. Publication of MWLP and Adoption Statement.
