A welcome note from Carolyn McKenzie, Surrey's Director of Environment
Greening Surrey's future for residents is one of Surrey County Council's four strategic priorities and will be delivered through our highly ambitious Climate Change Delivery Plan. We are committed to embedding climate change considerations into everything we do as an organisation, including climate change as part of all council decision making, looking at best practice and working collaboratively with the Government.
Climate change impacts almost every aspect of our 1.2 million residents' lives and the services we deliver as a Council. How we deliver our plan with our communities, and co-ordinate with key partners will be absolutely critical to the success in delivering our challenging carbon reduction targets in both our own organisation and for Surrey.
The scale and complexity of the challenge is such that everyone needs to play a role in tackling climate change. The four areas of focus reflect changes that need to happen in:
- Our communities (Greener Futures Communities)
- Our public sector (One Net Zero Public Estate)
- Our supporting infrastructure (Build back Greener) and
- Our land (Grow back Greener)
We have a number of key posts we are looking to recruit to which will build and enhance the capability of the Climate Change, Strategic Energy, Economic Growth and Infrastructure, Planning and Major Projects teams to scale up delivery and start projects needed to implement our Climate Change Delivery Plan.

The new roles we are recruiting to play into how we tackle climate change across our service provision and estate, looking to increase our energy efficiency, improve our resilience and deliver a greener, healthier society which is the right thing to do both now and for future generations.
To help us achieve our climate change ambitions we are looking for individuals with the relevant skills, experience and passion for all things green to join us on our journey. We have a number of newly created roles available where you will be able to really make an impact in this high profile area of work to support the delivery of a greener future for Surrey.
Environment Officer - Data and Reporting from £35,382 to £39,246 per annum
This role is based in the Environment Team and will be responsible for gathering and managing data as part of our reporting against the targets set in our Climate Change Strategy.
- Gathering data and managing the climate change dashboard
- Being the data and reporting lead for Surrey's 11 Boroughs and Districts and for commercial and domestic data
- Producing documentation for external reporting including SCC emissions inventory to BEIS (The Department for Business, Energy, and Industrial Strategy), FOIs (Freedom of Information), and annual carbon footprint calculations
- Producing internal reports and documents (KPIs, annual Cabinet updates)- quantifying carbon impacts for new programmes/initiatives
- Leading on the 2030 net zero carbon programme and owning the tool for the Net zero carbon framework
- Undertaking data modelling and trend analysis as required (to future proof carbon reduction projections for programmes/initiatives
We're looking for candidates who can manage their own workload and set priorities and who can bring project management and data analysis experience.
Senior Climate Change Officer - Carbon Finance, Economics and Data from £40,227 to £44,619 per annum
This is an exciting new post based in the Greener Futures team that will work on mobilising green finance and monitoring required for implementation of Surrey Climate Change Delivery Plan.
Our ambitions on delivering a NetZero future for Surrey County Council and the County will require innovative financing solutions to deliver at scale and on time.
Key work will include supporting the development of finance mechanisms like loans, and grants to support schools, homes, and other stakeholder install low carbon measures, developing business cases for funding ideas, and monitoring the benefits like carbon from actions implemented.
We're looking for someone who can bring practical experience of working on finance/economics projects, managing large data sets and developing innovative solutions. The ability to learn, work flexibly and collaboratively with various stakeholders (internal and external) will be key in this rapidly developing and high profile agenda for Surrey County Council.
Senior Climate Change Officer from £40,227 to £44,619 per annum
As a Senior Climate Change Officer you will be responsible for part of our Climate Change Delivery Plan, and work closely with internal and external stakeholders to support delivery. Depending on the nature of the projects and actions, this may entail significant engagement with residents and businesses, collaboration with key partners, or support for policies or programmes within Surrey Country Council.
We're looking for someone who understands how to transition to a low carbon future within a Local Authority setting. An ability to work flexibly and collaboratively with a wide range of internal and external stakeholders is essential. You'll be involved in developing high-quality projects, providing expert advice, and undertaking engagement with a wide range of audiences. Strong project management skills, as well as an ability to mange risks and fund raise will also be key.
Climate Change Officer from £35,382 to £39,246 per annum
Climate Change Officers monitor and support a wide range of projects under the Climate Change Delivery Plan and work closely with our Senior Climate Change Officer as well as internal and external stakeholders to support delivery.
We are looking for someone who wants to build their experience supporting the reduction of greenhouse gas emissions in a Local Authority setting. An ability to work flexibly and collaboratively with a wide range of internal and external stakeholders is essential. Typical project work may include supporting with engagement, land management and transport activity. Alongside this you'll provide expert advice whilst using project management skills to manage risks and raise funds.
Green Fleet Support Officer from £35,382 to £39,246 per annum
Our Green Fleet Support Officer will work closely with our Green Fleet Manager, supporting on a range of projects that to deliver a Zero Emission fleet as part of the Council's Climate Change Delivery Plan. This role will encompass supporting various services across the council in decarbonising their fleet, and operating their vehicles and will require collaborative working across Council services.
We are looking for someone with a clear understanding of how to support the transition of a vehicle fleet to a Zero-Emission fleet, with a fleet management background. Skills and experience in fleet management will allow you to collaborate effectively with key partners to support, advise and deliver the decarbonisation of the Council's vehicle fleet.
Senior Low Carbon Energy Officer (Building Services Engineer) from £40,227 to £44,619 per annum
As one of our Senior Energy Officers you will assist to take forward a range of projects and actions that will enable us to achieve a reduction of greenhouse gas emissions in buildings across Surrey. This includes projects that support residents, landlords, community groups and businesses in their journey towards a low carbon future, by increasing energy efficiency, maximising on-site renewable energy generation and installing low carbon heating.
We are looking for an individual with technical experience of low carbon technologies in buildings to work collaboratively with and undertake engagement with a wide range of internal and external stakeholders. You will also have the ability to develop high-quality projects, provide expert advice, and will bring strong technical knowledge of heat pumps, solar photovoltaic, BMS (building management systems with additional skills in project management.
Low Carbon Energy Officer (Sustainable Buildings) from £35,382 to £39,246 per annum
As one of our Low Carbon Energy Officers you will assist on a range of projects and actions that will enable us to achieve a reduction of greenhouse gas emissions in buildings across Surrey. This includes projects that support residents, landlords, community groups and businesses in their journey towards a low carbon future, by increasing energy efficiency, maximising on-site renewable energy generation and installing low carbon heating. You will have a good knowledge of heat pumps, solar photovoltaic, BMS (building management systems) with additional skills in project management to support the effective delivery of key projects.
This is an important role that centres around sustainable buildings and energy efficiency where you will help to shape a future strategy for our buildings in Surrey and will provide and embed knowledge around low carbon technologies.to support us in our aim to be net zero by 2030.
Low Carbon Energy Officer (Data and Energy Management) from £35,382 to £39,246 per annum
We are looking for an individual with the ability to gather consistent energy data for benchmarking and analyse these data sets to report and identify potential low carbon opportunities in our corporate buildings. This will involve working collaboratively with a range of internal and external stakeholders, undertaking engagement activity with them as required. You will bring project management skills and will provide expert advice, informed by your sound knowledge of heat pumps, solar photovoltaic and building management systems (BMS).
This is a highly important role that centres around data compilation, verification and analysis both pre and post energy conservation measures (ECM). This data provides the pathway to the strategic deployment of our net carbon zero 2030 programme.
