Commissioning - Service Manager recruitment

As part of the overall transformation across the Children, Families, and Learning Directorate, Commissioning, is responsible for leading on all aspects of commissioning for children and young people. The division will be at the centre of children's services in Surrey, driving change and innovation with a relentless focus on improving outcomes. At the heart of what we aim to achieve is the ambition to develop a deeper understanding of our communities, and the challenges they face – but also recognise their strengths, assets and aspirations – and look to work with them to improve the outcomes for children.

We are looking for 3 Commissioning Service Managers, to provide purposeful leadership as we continue our journey of transformation. Whilst providing a high quality service that offers good value for money, we will look to utilise evidence based solutions and innovative approaches to achieve our objectives. We want to work in a co-productive relationship with partners, providers, children and young people, delivering change through the use of available resources, to provide services that are fit for the future.

Service Managers - Commissioning (x3)

36 hrs per week based County Hall - Kingston upon Thames - £60,258- £68,151 PA

As a Service Manager within Commissioning you will be joining the division at a time of significant change, as we transform our Children's Services. With new management, innovative approaches and considerable energy and determination to deliver our vision. We have made a great start, and are now looking for 3 Service Managers to join and strengthen the Commissioning management team.

As a Service Manager you will be responsible for leading on all aspects of commissioning for children and young people. The division will be at the centre of children's services in Surrey, driving change and innovation with a relentless focus on improving outcomes. At the heart of what we aim to achieve is the ambition to develop a deeper understanding of our communities, and the challenges they face – but also recognise their strengths, assets and aspirations – and look to work with them to improve the outcomes for children.

Whilst providing a high quality service that offers good value for money, we look to commission evidence based models of support and innovative approaches to achieve our objectives. We want to work in a co-productive relationship with partners, providers, children and young people, delivering change through the use of available resources, to provide services that are fit for the future generations.

You will need communication skills, the ability to influence and negotiate and lead commissioners and commissioning teams for populations of children and families. You will ensure that we uphold best practice and deliver value for money.

Your detailed understanding and experience of the commissioning cycle will be invaluable to ensure we undertake and manage the process effectively to agreed standards, whilst including needs analyses; development of service specifications; procurement of services, monitoring and evaluation, service/market development and a service user voice throughout.

You will have the ability to manage complex change programmes and be comfortable working within a fast paced environment. Your commitment to work collaboratively with partners and service users, will allow you to lead market shaping activities within designated specialisms and undertake analysis to ensure that we are aligned with our needs, resources and outcomes.

Alongside all of this you will be a leader in developing a positive culture within the commissioning service, where high quality supervision of staff allows them to reflect, improve and develop their practice and the support we offer to children, young people and their families.
