Preparing the new Surrey Waste Local Plan

The preparation of the Surrey Waste Local Plan needs to follow a number of stages.

We have published a Draft Minerals and Waste Development Scheme which sets out the milestones in preparing the plan.

Between 2 September and 25 November 2016 we consulted on the Issues and options for the Surrey Waste Local Plan.

Between 1 November 2017 and 7 February 2018 we consulted on the Draft Surrey Waste Local Plan (see below).

Draft plan consultation (Regulation 18)

The consultation on the Draft Surrey Waste Local Plan ran from 1 November 2017 to 7 February 2018.

Through the draft plan consultation we sought your views on the content of the draft spatial strategy, draft policies and the proposed sites, as well as the revised vision and strategic objectives. We also accepted nominations for additional sites for consideration.

Before the final version of the waste local plan can be adopted by the county council it will need to be judged as 'sound' by an independent planning inspector. A local plan is considered sound if it is:

  1. Positively prepared – does the plan meet the need for new waste management facilities to manage Surrey's waste?
  2. Justified – has the plan been prepared using reasonable evidence?
  3. Effective – is the plan deliverable, flexible and able to be monitored?
  4. Consistent – is the plan consistent with national and other local planning policies?

Strategic Environmental Assessment and Sustainability Appraisal

We have prepared a draft Environmental and Sustainability Report which incorporates a Strategic Environmental Assessment and a Sustainability Appraisal. The report assesses the likely social, economic and environmental effects of the plan, as well as highlighting the key environmental effects of the proposals and reasonable alternative options.
