The reasons why we use your personal data
This privacy notice applies to the functions of the Surrey Enhanced Partnership (EP) between the County Council and bus operators governing the way in which bus services are operated in the county.
The EP is administered by Passenger Transport as part of the Highways, Transport & Road Safety Group within the Place Directorate.
In response to a challenge to raise a more consistent level of accessibility awareness across all the bus operators in Surrey (excluding Transport for London), a project was agreed to co-produce short-form, bite-size video content covering a range of accessibility issues and showing current best practice to remove or reduce the barriers people face to using buses.
To do this effectively the videos need to involve, show and hear directly from people with lived experience of facing accessibility issues.
This privacy notice covers both the involvement of those people taking part in the filming production of the accessibility videos and the Surrey bus operator staff and relevant Local Transport Authority (LTA) staff, to track who is using the videos to raise their accessibility awareness.
What processing of personal data is undertaken by the service?
Your personal data is collated for the purposes of improving the consistency of accessibility awareness across the bus industry in Surrey. This is to deliver a requirement set out in our EP Scheme and start the process of compliance with the Bus Services Act 2025 requirement for all bus operators to undertake disability awareness training.
In addition, we collect your personal data for the following:
- Service delivery
- Service improvement and planning
What information do we collect?
For participants in the filming:
- Name
- Contact details (only to ensure peoples’ participation in the filming)
- Health and disability details
- Likeness
- Views and experiences on using public transport
For bus operator staff:
- Name of employer
- Job title
How we are allowed to use your personal data
Legal obligation or public task under various UK legislation including but not limited to:
- Transport Act 2000
- Bus Services Act 2025
Consent
To process your personal data, we will explain to you what we are asking you to agree to and why. If we have consent to use your personal data, you have the right to remove it at any time. If you want to remove your consent, please contact us at the following email address passenger.transport@surreycc.gov.uk and we will deal with your request.
Who we share your data with
To enable the co-production of the videos to enable peoples’ participation, the filming participants information will be shared with:
- Voluntary sector parties
- Metrobus, as the operator supporting the co-production of the videos
- The production company who are filming and editing the videos
Bus operator staffs’ data will be shared with the Chartered Institute of Highways and Transportation, who are hosting the videos on their web platform.
Retention of data
For monitoring people using the accessibility awareness material:
This will be retained for 12 months for each staff member accessing the full set of videos.
This will be reviewed annually to account for staff turnover. We will need to keep a record of when bus operator staff accessing the full set of videos because there will be a requirement for all current staff to have done so within 6 months of it going live.
For participation in the filming of the accessibility videos:
Contact details for film participants will be deleted no later than 2 weeks after the filming is completed. This will be no later than 3 July 2026.
Footage of participants showing their lived experience:
The videos will be used until they are replaced by other updated materials or for 10 years, whichever is sooner.
Other information
The videos will be used for promotional activity. This will include but not be limited to:
- advertising the content to bus operators
- publicising to bus passengers, bus users’ groups, charities
