What is LoCASE?
LoCASE offers small and medium-sized businesses grants from £1,000 and up to £10,000, covering 40% of eligible costs, along with an environmental training scheme and events. The funding is available for businesses to implement energy efficiency measures, or business development for companies providing green services.
The LoCASE Programme objectives are to help small and medium businesses get greener, more competitive, profitable and future ready; to drive the growth of a low carbon economy; to lower carbon emissions from businesses and industries in Surrey and to create new jobs in the green economy by stimulating demand, supporting supply and transferring knowledge.
Whether it be unlocking funding for an energy efficiency upgrade to your building or operations, or to develop or improve your 'green' products/services or assist 'green' innovation, LoCASE is here to support businesses.
LoCASE has been funded by the European Regional Development Fund as part of European Structural Investment Funds Growth Programme 2014 to 2020 with a £30million fund, and is being delivered through a partnership between Kent County Council, Surrey County Council, and other councils and universities in the South East.
Who can apply?
Small and medium businesses (SMEs), social enterprise and charities based and trading in Surrey can apply to LoCASE. Both the Coast to Capital and Enterprise M3 LEP are included.
To be eligible your business needs to have less than 250 employees, an annual turnover of less than €50million (approximately £44million), an annual balance sheet under €43million (approximately £39million) and received less than €200,000 (approximately £180,000) in State Aids. Please note that if your organisation is owned by more than 25% or owns more than 25% in another enterprise, they must meet the same criteria.
SMEs in the Low Carbon and Renewable Energy Economy/Environmental Goods and Services Sectors, businesses which sell green products or services such as plumbing, electrical, waste, landscaping, environmental management and assessment, architecture and water processing can also apply for a business development grant.
The LoCASE programme also runs in Essex, Kent, Hampshire, East and West Sussex.
What types of projects does LoCASE support?
Your business can apply for a LoCASE grant to support an investment in energy efficiency measures such as changing to LED lighting, insulation, installing air source heat pump or solar photovoltaic panels, changing equipment to more efficient versions, purchasing a second hand electric vehicle, IT systems and more.
If your business falls within the 'green' business category you can apply for a business support grant for project such as marketing, website design and build but also research and product development costs.
What do you need to do?
Register your interest on the LoCASE website.
As part of the registration process you will need to complete and submit an eligibility questionnaire. It will be a series of simple questions about your business, your attitude, motivations and barriers to greening your business.
We will then be in touch to organise a Needs Assessment call to learn more about your business, discuss your project and see how LoCASE can support you. We will provide guidance to help applicants understand the criteria and projects that can be funded.
LoCASE will run until April 2023.

Why green your business?
There are many reasons for why your should green your business from making your business more profitable to being a more attractive supplier or partner, to future proofing your business, helping Surrey reach the goal of net zero carbon by 2050 or just doing the right thing. We have just listed a few:
- Energy costs pressure – Energy prices have been on the increase. Wholesale energy prices, what providers pay for gas and electricity, have reached an all-time high. From January to November 2021, gas wholesale prices have risen 250%. Energy providers have begun to pass on those costs leading to price increase for businesses.
- Cost saving – By implementing energy efficiency measures to lower energy consumption, the average SME could reduce its energy bill by 18-25% with an average payback of less than 1.5 years.
- Future readiness - A third of large companies use CO2e in decision making. This will only increase as large companies need to start reporting on it from 2022.
- Competitivity – a large majority of people want more sustainable products.
- Access - By 2030 the sale of new petrol, diesel and hybrid cars and vans will be banned. Many vehicles already have limited access with expanding 'ultra low emission' and 'low emission' zones.
How to green your business?
First, look at your building, your operations and at your bills. This will arm you with information to help determine where you can implement energy efficiency measures.
The Department of Energy and Climate Change have issued a guide to energy efficiency for small and medium-sized enterprises which details various aspects you may which to consider to help your business be smarter, more efficient, better prepared.

LoCASE offers a free course called Steps to Environmental Management (STEM). The course is set out in 3 blocks. Each block offers you the opportunity to gain accreditation from blue to silver to gold level.
The STEM Course is your opportunity to understand your business environmental impact and help you develop a plan and environmental policy to promote the work you are doing to be more sustainable and environmentally friendly.
