Introduction
Social value obtained through the Council’s third party spend presents an opportunity for all people and organisations in Surrey to achieve more towards our shared Community Vision for Surrey 2030. When we make decisions about spending money, or when we design and deliver services, we aim to do this in a way that maximises positive social, economic and environmental impact for Surrey residents.
Delivering social value in Surrey means maximising our positive impact by achieving:
- more than we can with our own resources; and
- better, more long-lasting outcomes through working together.
In procurement, this means ensuring that public spending generates additional benefits beyond just the goods, services or works being procured. The Surrey Social Value Model ensures that we focus these benefits on what is most important in Surrey right now. The priorities and outcomes within the model are based on our Community Vision, which was in turn was shaped by people and organisations from across the county, and they also support current strategies in areas such as public health, the environment and economic development. The methodology is in line with Central Government’s Social Value Model (set out in Procurement Policy Note 002) but has been adapted for local needs to ensure our we target benefits for Surrey residents.
When the Council procures from third parties, the model will be used to obtain social value commitments and ensure these are clearly connected to the priorities and outcomes Surrey is targeting. Clear method statements and delivery plans will be required as part of the submission that makes it clear how the commitments will be delivered. The specific requirements for any given procurement exercise will be set out in the tender documentation and detailed model sub-assessment criteria (sub-MACs) may be tailored to identify the social value targeted, ensuring this remains relevant and proportionate to the contract. For that reason, ensure your responses relate to the specific detail in the procurement you are responding to. However it would be beneficial for suppliers to familiarise themselves with the model ahead of any given procurement exercise to prepare for what may be asked.
In addition, as part of our objective to promote and enable resource-sharing across the county, we have an online platform to facilitate, encourage and enable collaboration and resource sharing between all people and organisations in Surrey. We therefore encourage all suppliers to sign up to and actively engage with the Surrey Community Marketplace in addition to, or to support the delivery of, social value commitments made through the tender process.
