A civil partnership with a simple signing only, is a civil partnership without a ceremony. It involves you and your partner signing a civil partnership document in the presence of two witnesses and a registrar.
There will be no readings, music or exchanging of rings and you don't need to recite the following legal declaration out loud:
"I declare that I know of no legal reason why we may not register as each other's civil partner. I understand that on signing this document we will be forming a civil partnership with each other".
Your options and fees
You can have a civil partnership with a simple signing only at:
- one of our three register offices: Guildford, Leatherhead or Weybridge (indoors only), or
- licensed venues (indoors or outdoors, if this option is available and please note outdoors is only available during British summer time).
Please note: Guildford Register Office will be closing from November 2026.

- The maximum number of guests at a Surrey register Office, includes babies and children, your two witnesses and an interpreter, if required.

- All fees exclude civil partnership certificates. Certificates cost £12.50 each, and can be ordered and paid for at time of booking your civil partnership.
Book and check availability
If you have chosen to have a your civil partnership with a simple signing only at a:
- register office you can choose a register office, date and time, check availability, and book both the registrar and the register office through our online booking system up to two years in advance.
- licensed venue you must check the venue’s availability yourself first. Our online booking system cannot check this for you. Once you know the venue is available, you can use our online system to book a registrar and check the registrar’s availability.
You can book your civil partnership with a simple signing only online. This is the quickest and most efficient way to check registrars availability and finalise your booking.
- You do not need to have any specific paperwork or identity documents to book your civil partnership with a simple signing.
- Please read our terms and conditions, for information relating to cancelling or amending your booking.
- We also offer a 14 day cooling off period, whereby you are entitled to cancel the booking without loss of prepayments.
Once you have made your booking, you will receive payment confirmation through GOV.UK Pay.
All bookings are provisional until they have been reviewed and approved by a registrar from Surrey Registration Service. You should receive a booking confirmation email from Surrey Registration Service the next working day after your booking was made.

Book your notice of civil partnership
You must sign a legal statement at your local register office to say you intend to form a civil partnership. This is known as 'giving notice'.
Once you have booked your civil partnership with a simple signing, you can book an appointment to 'give notice'.
