About the Surrey Safeguarding Children Board

Local Safeguarding Children Boards (LSCBs) exist in all areas of the country and work locally to protect children. The Surrey Safeguarding Children Board (SSCB) is an inter-agency forum which brings together the Local Authority, police, health workers and all others in the community responsible for child protection to help them work more effectively to safeguard children from abuse and neglect.

Surrey Safeguarding Children Board has representatives from the fields of:

  • Education, Health, Legal Services, Police, Probation, Social Care, Youth Justice, Districts and Boroughs, Voluntary Organisations, Prisons, Children and Family Court Advisory and Support Service (CAFCASS), Army Welfare Service
The scope of Surrey Safeguarding Children Board's role are includes safeguarding in three broad areas of activity:

  1. Activity that affects all children and aims to identify and prevent maltreatment or impairment of health or development and ensure children are growing up in circumstances consistent with safe and effective care.
  2. Proactive work that aims to target particular groups
  3. Responsive work to protect children who are suffering or at risk of suffering harm
The Surrey Safeguarding Children Board's remit is built upon Central Government guidance "Working Together to Safeguard Children 2006". This document contains guidance on how all agencies should work together to safeguard and promote the welfare of children.

The Public Law Outline 2008 also defined more robust processes for care proceedings. The implications of this for the Safeguarding Board partners are described in the Public Law Outline document below.

    The Public Law Outline is a Practice Direction issued by the president of the Family Division that applies to all new care proceedings applications proceeding issued in the Courts after 1 April 2008. This document describes the implications that this has for the Safeguarding Children Board partners. It also makes some key recommendations on how partner organisations should work together when care proceedings are being undertaken.
