How registered skip companies can apply for a skip licence

How do registered skip companies apply for a skip licence?

If you are a registered skip company you can apply for a licence online in the following ways:

  • You can apply for a licence online via our website using your user name and password and pay by invoice, which we will send you. (If you have forgotten your the username or password, please contact us via our contact centre).
  • You can apply for a licence online via the Business Link website, and pay now with a debit or credit card.

What are the terms and conditions of the licence?

Please read the Conditions of Permission, which are part of the Highways Act Section 139, full details of which are listed in the PDF below.

In summary the Act also allows us as the highways authority to make the issue of a skip licence subject to conditions, including in particular conditions relating to:

  • the siting of the skip;
  • its dimensions;
  • the manner in which it is to be coated with visible paint and other material for the purpose of making it immediately visible to oncoming traffic;
  • the care and disposal of its contents;
  • the manner in which it is to be lighted; and
  • its removal at the end of the licensed period.

What is the cost of skip licence and when will it be issued?

From 1 December 2010:

A licence costs £70 for up to and including 28 days. Should the licence need to be renewed after 28 days it will be treated as a new request costing £70.00.

There is a fee of £95 for processing and approving new skip companies and registering them on the Council's database. This is also payable if a company is deleted from the database and wish to be restored.

Please allow 48 hours (not including weekends and public holidays) for a licence to be issued.

Can a skip licence be turned down?

In some circumstances it may be necessary for us to turn down applications because the:

  • Proposed site is considered to be potentially hazardous to the travelling public.
  • The skip company fails to comply with Conditions of Permission which are part of the Highways Act Section 139, please see PDF below.

What if I wish to extend my skip licence?

If you wish to extend your skip licence for another 28 days, and did not apply via the Business Link website, then you must write in to the relevant highways officeand enclose a cheque payable to Surrey County Council for the fee.

If however, you have previously applied online via the Business Link website, you can extend your licence online via Business Link website(opens in a new window) for another 28 days and pay now with a debit or credit card.
