As a general rule, the legislation requires the districts to carry out more frequent sweeping in higher use urban areas. This duty was placed on the districts and boroughs under the terms of the Environmental Protection Act (1990). However, in certain circumstances it is necessary for the County Council to act, in order to keep the highway environment safe. Examples might include mud slides and obstructions.
